The Data and Regulatory Transformation (DART) Program is a key reform to become a more formidable regulator. DART is a Tier 1 transformation program that will deliver a suite of interoperable data, systems, tools and new ways of working that leverage modern technology and data driven capabilities, allowing the Commission to look across Participant and Provider interactions, predict risks, remediate early, and become a formidable regulator. There are two branches that support delivery of the DART Program. The Assistant Commissioner Technology Chief Information Officer/Chief Information Security Officer (CIO/CISO) oversees delivery of the case management and technical enabling streams, while the Assistant Commissioner Data, Change and Program Management oversees the Program Management Office, Change, User Experience and data delivery. The CIO/CISO has a critical role in delivery of the DART program and all organisational technology and information enabling services. In addition to delivery of technical and case management streams of the DART program, the CIO/CISO leads day to day IT Operations and IT Governance and Assurance to deliver effective and efficient IT and Information/Records Management systems and services in support of the NDIS Commission’s overall purpose. The CIO/CISO develops and maintains strong working relationships with Services Australia, the National Disability Insurance Agency, the Department of Social Services, the Department of Health, Ageing and Disability and state-based Worker Screening Units. The CIO/CISO works closely with various teams to ensure effective sustainment and day-to-day operations of digital products and continue implementation of Cyber Security Essential 8 capabilities, including Protective Security Policy Framework (PSPF) requirements. The CIO/CISO will be an inclusive senior executive leader with a contemporary attitude to disability, the professional authority and credibility to inspire confidence, and the capability to lead complex change in dynamic environments. Key duties of the position include: - Provide effective leadership for policy, business continuity and service delivery for IT and Information/Records Management systems to the NDIS Commission under a dual shared services arrangement and new internal cloud environment and systems managed by the NDIS Commission - Manage relationships with the NDIS Commission’s IT providers, in particular Services Australia and the Department of Social Services, to ensure services are effective, timely and fit-for-purpose, and delivered in accordance with the Memorandum of Understanding - Liaise with business capability owners, ensuring new releases and updates to NDIS Commission endorsed applications are fit for purpose, meet or exceed accessibility standards, and are controlled and managed throughout the application development lifecycle - Provide advice to the Chief Operating Officer, Chief Security Officer, and broader Executive Management Group on sustainable technology choices, secure by design products, Artificial Intelligence guidance, risk assessment and mitigation of NDIS Commission technologies during sustainment and Essential 8 continued implementation - Ensure the provision of cyber and security in accordance with the PSPF and information security policies - Drive an IT Strategy that ensures continuous improvement and the maturation of technology and information management services within the NDIS Commission - Develop and maintain proactive working relationships with the Senior Leadership Group, NDIA counterparts, shared service providers, Portfolio and other relevant Commonwealth and State/Territory agencies to foster collaboration and deliver outcomes that enable the NDIS Commission to deliver its regulatory mandate - Proactively foster an inclusive and positive workplace culture, building the capability and professionalism of staff to deliver high quality IT services internally and externally RecruitAbility applies to this vacancy.
