DIRECTORATE: Infrastructure, Planning and Environment CLASSIFICATION: Grade I SALARY: A base salary of $106,005 pa with competency-based increments up to $122,966 pa 12% employer contribution to superannuation REPORTING TO: Team Leader Resource Recovery EMPLOYMENT TYPE: Temporary Full Time - 2 years fixed term THE POSITION: The Business Lead, Resource Recovery is accountable for the specialist development, administration and management of procurement processes across the Resource Recovery team and will have a close working relationship with the resource recovery, procurement and economic development teams to support the development of the Albury Waste Management Centre and the regional circular economy. The role will undertake administer key resource recovery contracts, such as the kerbside collection contract and materials recovery and lead the development of procurement processes across the site. The role will also lead the development of business opportunities and grant applications in alignment with the priorities identified in the waste management strategy to consider the long term planning for the site. The role will be able to work autonomously and use specialist experience and initiative to drive projects from inception through completion. An understanding of local government legislation and procurement processes will be instrumental in the successful delivery of priorities. Responsibilities KEY RESPONSIBILITIES: Provide comprehensive and specialist procurement support to the Resource Recovery Team Leader and broader team. Manage procurement processes as part of the kerbside collection contract, including supporting contract management meetings and review of contract schedules and performance management. Lead Resource Recovery grant applications that link to the Waste Management Strategy and circular economy deliverables. Administration of resource recovery grants. Analysis of business development opportunities and ensure compliance with the unsolicited approaches policy of council. Maintain accurate records, including data entry and document management systems. Process invoices relating to the kerbside collection contract and ensure financial records are up-to-date and accurate. Assist with the implementation and coordination of resource recovery programs and initiatives. Support the delivery of activities aligned with resource recovery strategies. Monitor and track progress on various projects, preparing reports as required. Respond to internal and external inquiries regarding resource recovery initiatives. Assist in preparing communication materials, presentations, and updates for stakeholders. Collaborate with other council teams to promote resource recovery and waste minimisation. Ensure compliance with council policies, procedures, and relevant legislative requirements. Support the implementation of good governance practices in all administrative and operational activities. Contribute to the preparation of reports for council meetings and external stakeholders Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. Providing regular updates on project progress, risks, and key decisions. Identify, assess, and mitigate project risks, ensuring the deliverables comply with legislative, environmental, and safety requirements. Monitor any contractor or consultant performance and ensure adherence to contract terms, schedules, and quality standards. Report to senior leadership on the progress, providing insight and recommendations. Prepare and present regular reports on project progress to executive leadership, Council, and external stakeholders. Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. ESSENTIAL CRITERIA: Tertiary Qualifications in Project Management, Procurement or similar relevant field or equivalent relevant experience Specialist experience at a senior level within local government, demonstrating a comprehensive understanding of council operations, strategy development and governance. Business Development or grant project development experience. DESIRABLE CRITERIA: Expertise in managing competing priorities within the context of local government. EXPERIENCE: Experience in long-term strategic planning and development Experience in delivering large-scale and complex projects. SPECIALIST KNOWLEDGE AND SKILLS: Expertise in managing both internal and external stakeholders Advantage to have worked with large scale civil and or resource recovery projects but not essential Strong understanding of legislative requirements and compliance standards for public sector projects Exceptional communication and negotiation skills Problem-solving mindset Commitment to transparency, accountability, and continuous improvement. Understanding of climate change emissions legislation and impacts for resource recovery and landfills.
