The primary accountabilities of the Director, Rehabilitation Services include: - Develop the strategic direction for contracted education, reintegration and other service delivery, ensuring alignment with directorate, divisional, departmental and government priorities.- Working with the Director ORMS (Rehabilitation Strategy and Offender Intervention) as required, provide advice to the Assistant Commissioner, Specialist Operations; and Assistant Commissioner/s within Custodial and Community Corrections on governance, planning and service delivery issues and ensure that appropriate remedial initiatives are developed, implemented and evaluated where necessary.- Lead and oversee the development and implementation of frameworks and systems to ensure effective evidence-based and sustainable delivery of contracted education, reintegration and other offender services, including achievement of QCS key performance indicators.- Lead the development, implementation and evaluation of business initiatives that support continuous improvement in contracted education, reintegration and other offender service delivery, meet community expectations and enable achievement of QCS operational and strategic objectives.- Maintain high level contemporary knowledge of applicable research, legislation, policy and procedures relating to the delivery of offender rehabilitation including education, reintegration and other offender services.- Provide significant contribution to the overall strategic, budgetary and operational planning for the Specialist Operations Directorate in accordance with the QCS business planning cycle.- Ensure effective development, planning, coordination, procurement and delivery of contracted education, reintegration and other offender services.- Lead an environment of organisational efficiency and effectiveness.- Manage the strategic view of resource requirements, including identification of current and future resource and funding needs, development of relevant business cases/proposals, and collaboration with corporate support areas to ensure business requirements for effective rehabilitation service delivery are articulated and actioned.- Collaborate with ORMS Rehabilitation Strategy and Planning team to develop and maintain appropriate targets and measurements within the QCS reporting system to ensure valid and reliable evaluation of education, reintegration and other offender services.- Manage compliance with corporate governance, budgetary and human resources, workplace health and safety and management practices and associated legislative frameworks.- Adopt contemporary human resource and finance management practices to ensure budgetary control and the development of a highly skilled, flexible and engaged team.- Co-ordinate and quality assure Ministerial and executive correspondences, briefing materials and reports for accuracy, relevance, appropriateness, and alignment with Agency strategic objectives, policies and frameworks.- Foster a workplace that values safety, collaboration, evidence-based decision making, innovation, and performance orientation.- Lead high level liaison with internal and external stakeholders, including representing the Agency in discussions with other government agencies and key organisations to ensure the achievement of government priorities, outcomes and alignment in service objectives.
