Job Description Your New Role In this newly created senior role, you will support the structuring, transaction management and negotiation of commercial transactions that support Development Victoria’s housing and land development programs and support precinct and social infrastructure transactions. You will help shape commercially optimised project structures by providing strategic insight, managing risk, and coordinating expert advice, while also helping to build internal capability and working with key stakeholders to deliver high-impact, public value projects. You will also lead on bringing together project valuations, feasibilities and site due diligence in order to provide comprehensive project briefs and to manage commercial uncertainties to optimise land value offerings via land divestment transactions. Core Accountabilities: Structure and provide transaction management and early project management for land divestments and commercial transactions supporting the delivery of housing, and commercial and community precincts and social infrastructure projects. Design and implement efficient government Expression of Interest and Request for Proposals tender processes and evaluation tools, providing strategic commercial advice and ensuring alignment with probity, governance, and High Value High Risk (HVHR) policy requirements where applicable. Manage consultants and transaction programs to time and budget. Build and maintain strong relationships with stakeholders across government, legal, and private sectors and utilise these networks to source information to inform transaction structures and template and process driven documentation. Prepare ministerial briefs, cabinet submissions, and reports for executive and board consideration. Mentor others and contribute to internal capability uplift in commercial strategy and structured transaction design and applying a commercially strategic lens to new land acquisitions. Desired Skills and Experience About You You are a strategic thinker with strong commercial acumen, property development expertise and a deep understanding of government procurement and policy frameworks. You’re confident navigating complex stakeholder environments and translating commercial and legal advice into actionable project strategies. You bring a collaborative mindset, a practical approach to problem-solving and the ability to manage an issue or an agreed approach to an efficient outcome. You will be confident in your resilience and have the ability to adapt in a dynamic and high-stakes environments. Skills and Experience Tertiary qualifications in finance, real estate or property development, commerce, law, or a related discipline. Proven experience in transaction management and structuring transactions in property, infrastructure, or government-regulated environments. Demonstrated experience with EOI/RFP development and managing structured tender processes under government probity and policy requirements (e.g., HVHR). Strong financial and risk literacy, including the ability to assess financial models, pricing assumptions, and project sensitivities. Proven ability to manage advisors and consultants across legal, financial, and tax disciplines. Excellent written communication skills, including preparing business cases, ministerial briefs, and board-level documentation. A collaborative style and the ability to influence and build credibility with a wide range of stakeholders.
