Job Description Your New Role Reporting to the Executive General Manager – Investment Portfolio & Management, as Senior Director – Investment Management, you will lead the identification, assessment, and conversion of new project opportunities that align with Development Victoria’s Policy Pillars and Corporate Plan objectives. This is a strategic leadership role focused on driving innovation, commercial outcomes, and policy impact through a robust pipeline of development projects. Please note: This is a standard executive contract with a maximum term of five years. Core Accountabilities: Develop and deliver strategies to maintain and convert a pipeline of opportunities aligned with government policy and corporate goals. Represent Development Victoria at industry events and forums, promoting its role as a leader in innovative, sustainable, and commercially responsible development. Build and maintain strong stakeholder relationships across government, community, and the private sector. Contribute to enterprise-wide strategies, budgets, and cultural initiatives as part of the Executive Team. Oversee the full lifecycle of project origination—from strategic alignment and feasibility to Board presentation and approval. Ensure new project proposals reflect Development Victoria’s strategic and policy objectives. Lead the preparation of development proposals, financial models, and commercial deal structures. Collaborate with Delivery Groups to refine delivery models, funding strategies, and risk management frameworks. Present investment opportunities to the Investment Committee and Board, demonstrating alignment with financial and policy goals. Lead and inspire a high-performing, multidisciplinary team. Manage team performance, development, and succession planning. Promote collaboration across groups to ensure seamless transition from project origination to delivery. Oversee financial planning and resource management for the division. Desired Skills and Experience About You Tertiary degree or higher qualification in property, design, engineering, construction, planning, valuations or related fields. Extensive experience in the leadership of multidisciplinary teams including the development and performance of people and projects through all stages of the project life cycle. Demonstrated experience in the effective planning and implementation of urban redevelopment projects preferably involving value creation, capture and/or innovative initiatives. Technical experience in planning and development, infrastructure, property and commercial environments, in both public and private sectors. Experience in maintaining networks at peak body level in government, industry and the community, including negotiation, influencing, consultation and stakeholder engagement expertise. A sound understanding of government direction and economic drivers, and an appreciation of the complexities of the public sector environment and the requirement to comply with government policies and processes in terms of contract management, procurement, records management and probity. Proven technical, financial, commercial, risk and contract management expertise and demonstrated high level interpersonal, communication, consultation and negotiation skills, with the ability to articulate issues and provide effective solutions at senior levels within the public and private sectors.
