The key duties of the position include The Role The APS 6 Learning and Development Officer is accountable under limited direction to perform and achieve complex learning and development work with a focus on supporting the SO2 Training Workforce Development in developing the RAAEC and Learning Systems workforces. They are accountable to ensure they have knowledge of and compliance with legislative frameworks, government decision-making and Defences mission and policy requirements. The major duties of the role include the following: Manage workflows and resources, prepare projects and team plans detailing measurable milestones and expected outcomes. Be accountable to allocate work, resources and tasks, set work area priorities, develop strategies and evaluate business outcomes. Perform analysis, design, development, conduct and evaluation of complex learning and development activities. Plan, manage and direct complex learning and development activities. Develop, implement and maintain supporting systems, policies and processes. Identify, interpret and clarify learning and development requirements to meet business needs and promoting a learning culture. Work collaboratively with internal and external stakeholders on the provision of complex learning and development services. Build and sustain effective relationships with internal and external stakeholders to achieve business outcomes and resolve problems. Apply expertise, knowledge and skills to recommend solutions for a range of complex learning and development issues. Share own expertise with others, guide and mentor less experienced employees, and work collaboratively to achieve business outcomes. Maintain online and Face to Face learning support materials About our Team The position is located within the Learning Systems sub-branch of the Directorate of Army Education and Learning Systems (DAELS). DAELS optimises and assures the Land Domain Training System through the coordination and integration of Enterprise Learning Governance, programs, systems, interventions and technology across the Contemporary Learning Environment in order to enable the skilling of Army's people and teams. The Learning Systems sub-branch of DAELS is responsible for supporting Army's people through technical direction to the learning systems workforce. Learning Systems covers five key areas: Conduct of the Land Domain Learning Systems Working Group Management and support to integrated training Specialist learning product development advice and support Development of Army's Learning Systems and Instructor workforce Professional support to Royal Australian Army Educational Corps (RAAEC) practitioners. The team is a mix of military, APS and contractors and is a tight knit group of learning system professionals who are dedicated to supporting Army's people and teams. DAELS has a footprint across the country and this position is collocated with the headquarters of the Branch in Canberra. Our Ideal Candidate The ideal candidate for this role is a learning systems professional, who works well as part of a team and is also capable of independent work with limited direction. They should have excellent administrative skills and be comfortable with working to tight deadlines and under pressure, in a fluid and high tempo workspace. They should have high level verbal and written communication skills and be proficient in the Systems Approach to Defence Learning and the application of design principles. They should have Technical Learning & Development Expertise with a particular focus on Performance Analysis, Learning Design and Development. They should be qualified or have the ability to quickly qualify as in the SharePoint Content Manager and Approving Authority roles. Knowledge and familiarity with the ADELE system, or the ability to quickly acquire it, is an important part of the role.
