We are currently seeking a Capability Development Lead for the next phase of a Fleet Information Environment (FIE) Modernisation program delivering a cyber-hardened, integrated, sustainable, and networked mission system that enables the Royal Australian Navy to 'fight and win at sea'. The aim of the FIE modernisation project is to deliver to Navy a suite of integrated ICT systems, applications and infrastructure (Minerva) that supports both deployed operations and day-to-day administrative activities, where ships and submarine crews are located. The position will undertake the Capability Development Lead role functions, performing the following activities: Define and implement digital capability solutions to enhance warfighting network functions and deliver capability requirements where needed. Engage with strategic leaders to align digital capability with strategic direction and objectives. Deliver solutions that are value for money. Provide technical advice and leadership to CoA in the technical domain specifically relating to the integration with warfighting network baselines. Contribute to technical risk assessments for warfighting network Design Reviews. Contribute technical expertise to gap analysis reports for WNA standards, architecture, security, sustainment, logistics, and capability functions as baselines are designed and transitioned. Contribute to CLSC artefacts and plans regarding mission system and support system transition and alignment. Contribute to Architectural Design and implementation activities. Support the incremental Security certification and accreditation process. Support and/or undertake internal assessments of the Enterprise and Expeditionary ADF environments to support transition activities; and Contribute to the development and maintenance of documentation to support current and emerging solutions. Responsibilities include: Define and manage capability enhancement backlog delivery. Lead technical workshops between SME’s working across different baselines to achieve a common understanding of transition activities and impacts. Assessing design artefacts for proposed systems to derive transition plans and activities and any subsequent risks. Act with and support, design authorities for the existing environment/s and proposed solutions within the project teams on behalf of the ADF. Work with internal stakeholders to assess and partner with external vendors and suppliers to understand their capabilities and work collaboratively to provide solutions and optimise designs to achieve the expected outcomes already identified within architectural designs. Perform Risk identification, analysis and reduction activities. Work with stakeholders across the business to develop transition artefacts to support business outcomes. Required skills and experience Previous experience in ICT strategy, innovation and thought leadership roles. Previous experience in a Senior Architect or Technical Manager role. Previous experience in Technical Transition. 10 years of experience in architecting, designing and building multi-vendor geographically dispersed solutions. Management skills with 10 years’ experience in overseeing and coordination of large technical teams in relation to design and architecture deliver, configuration and support. Expert level knowledge in areas including infrastructure, systems engineering, networking, security and system integration design. Ability to create high quality documentation and procedures. Ability to take requirements, standards and frameworks and apply in a practical application to future proposed designs and systems; and Strong communication, interpersonal and negotiation skills with demonstrable experience of presentation and engagement with stakeholders, projects and business areas. Desirable skills and experience Practical knowledge of Configuration, Asset, Incident, Problem and Change Management (ITIL V4 practices); Capacity and Performance management (ITIL V4 practices); and Previous experience working with the Australian Defence Force (ADF) in the highly secure environment. This opportunity is based in Canberra or Sydney, the successful candidates will need a Defence industry background, ideally experienced in the Maritime domain.
