About the Branch The Transformation Office works collaboratively to deliver reliable, trusted data and products. Through future strategy, business architecture, strong governance, and efficient delivery, we enable stakeholders to make faster, more informed decisions. This ensures regulatory compliance and supports the growth of the carbon economy. The branch is responsible for two key areas: delivering the CER Change Program and managing CER's Data Office. Both are essential to achieving CER's outcomes - reducing Australia's greenhouse gas emissions and supporting sustainable biodiversity management using market-based mechanisms. Branch Objectives Provide advice, capability uplift, support, and governance to the agency's transformation program design and implementation, ensuring it is viable, desirable, and sustainable. Deliver quality data, insights, reports, and dashboards to internal and external stakeholders. Improve and operate CER's enterprise data environment, ensuring data and insight quality inform strategic decisions and support business transformation. Model and embed best practices across data, portfolio, value, and product management in delivering our strategic objectives and outcomes for the agency. Support the engineering teams, under the CIO, to realise efficiency and reuse while developing new and enhanced systems for CER. It leads high-quality governance, reporting, risk management, benefits realisation and portfolio strategy so that senior leaders have the information they need to make informed decisions and maintain clear accountability across the Change Program. Using the Scaled Agile Framework (SAFe Agile) and industry best practice in lean portfolio management and agile product delivery, the Value Management Office guides new initiatives from onboarding and prioritisation through to delivery, closure and transition to business as usual. The team also builds and sustains the agency's portfolio management capability while embedding consistent and scalable program governance practices across the agency. About the Role We are seeking a motivated and collaborative professional to join the Value Management Office as an Assistant Program Manager. The key duties of the position include The Assistant Program Manager plays key leadership role within the Value Management Office. The position is responsible for delivering high quality program governance, reporting, benefits tracking, and external assurance activities. The role manages complex work, provides strategic advice, partners with senior stakeholders, and leads uplift initiatives that strengthen the Value Management Office's effectiveness and the agency's transformation outcomes. Under broad directions, the Assistant Program Manager will: Provide strategic leadership to deliver robust program governance, reporting, assurance and benefits realisation. Lead governance and secretariat services for Change Program Leadership (CPL) and other governance forums, including preparing agendas, consolidating papers, recording outcomes, and monitoring actions. Deliver high quality program reporting, briefings, dashboards and insights to senior executives and external stakeholders. Maintain the program level risk and issue management framework in partnership with the CER Risk team. Lead benefits realisation frameworks, partnering with business, data and change teams to validate assumptions, data and outcomes. Manage mandatory external reporting and assurance activities, ensuring accuracy, compliance and consistent reporting cadence. Design and implement improvements to Value Management Office practices, governance, delivery frameworks and reporting systems. Apply sound judgement to resolve complex issues, balance competing priorities and provide strategic advice in changing environments. Enable portfolio strategy by supporting onboarding of new initiatives and driving program wide uplift activities. Build and sustain productive relationships across the Transformation Office, ICT, business areas and senior executive groups. Represent the Branch in cross agency forums and contribute to whole of agency outcomes. Lead, coach and support staff, fostering capability development, accountability and a collaborative, high performance culture. Knowledge Skills and Attributes The ideal candidate will demonstrate: Ability to influence stakeholders, build strong relationships and achieve outcomes through effective engagement. Strong analytical, problem solving, organisational and time management skills, with the ability to manage multiple competing priorities. High attention to detail, strong personal drive, integrity and a willingness to learn. Experience leading or coordinating small teams, including coaching and supporting capability development. Experience working with program, project or change management methodologies (e.g. SAFe® Agile) or the demonstrated capacity to rapidly acquire this knowledge. Desirable qualifications/experience, but not mandatory: Tertiary qualifications in business administration, program management, information technology, change management or a related field. Experience in program governance, reporting, benefits management or risk management in a government or complex environment. Experience working within transformation, ICT enabled delivery environments, or uplift focused programs.
