About the team: This role is responsible for providing independent oversight, challenge, and review of settlement risk management practices, policies, and controls for the ASX securities settlement facilities. The Manager acts as a key challenge of first line (ASX operational teams), ensuring risk is appropriately identified, assessed, managed, and reported in accordance with internal policy/standards and regulatory requirements. The ASX Clearing Risk Policy is the 2 LOD team that sets and maintains the clearing and settlement risk policy framework for the central counterparties (CCPs) and securities settlement facilities (SSFs), ensuring regulatory compliance and best practices. It provides independent oversight and challenge to first line activities, including risk assessments and controls. The team monitors policy adherence, escalates exceptions, and reports on non-compliance to senior management and regulators. It drives continuous improvement by developing, maintaining, updating policies in response to regulatory and market developments. Policy Oversight & Development for the ASX SSFs (ASX Settlement and Austraclear) Apply your expertise in securities operations/post-trade risk and ability to frame these risks from first principles when conducting annual and bi-annual reviews of Securities Settlement Facilities (SSF) policies and standards, ensuring alignment with regulatory requirements, best practices, and internal risk appetite. Design, own and evolve settlement risk policy and frameworks that translate regulatory requirements, market practice, organisational risk appetite into clear 2nd Line (LOD) standards. Apply your strong analytical mindset to reason from first principles to assess how settlement risks propagate across participants and infrastructures, understand in depth the settlement operating models at ASX, and workflows to not only challenge them credibly but to also ensure related risks are appropriately captured in the policy framework. Oversee the development, maintenance, and enhancement of SSF policies, including new/enhanced policies. Prepare board papers setting out key policy changes and policy initiatives. Drive embedment of organisational risk enhancement/streamlining initiatives in the Settlement Risk policy framework, including implementing new controls framework and assurance of control effectiveness. Drive remediation of findings from 2025 SSF policy review including gap analysis against the CHESS replacement phase 1 requirements. Governance, Compliance & Monitoring Oversee and monitor compliance with SSF policies and standards, including implementation and validation of remediation actions. Conduct gap analyses against regulatory guidance (CPMI-IOSCO, RBA FSS), design and oversee remediation plans, and present findings to regulators and senior management. Support and challenge the first line in the annual self-assessment process, PFMI disclosures, and internal/external audits. Regulatory Engagement & Reporting Manage regulatory updates on settlement risk related topics. Build and maintain the Settlement Risk Policy Profile through engagement with Risk Line 1 and other relevant stakeholders. Monitor global developments in SSF risk standards (e.g. through CPMI-IOSCO, WFE) and integrate insights into local frameworks. Lead benchmarking against international SSFs. Stakeholder Engagement & Communication Provide subject matter expertise and independent challenge to ASX Settlement initiatives, ensuring continual improvement. Articulate policy changes, risk assessments, and reviews to internal and external stakeholders, including working groups, regulators, Clearing Participants, and senior management. Lead the review and challenge of working group materials, governance meetings, and audit processes related to risk policy closure and issue management. What you will bring: Must have Several years relevant in securities operations or post-trade risk management at a major financial institution University educational background finance, law, risk management or other relevant discipline Experience providing risk challenge to settlement or post-trade operations, including extensive end-to-end engagement with stakeholders (including at a senior level) Some experience of or exposure to risk governance in relation to risk management in a financial institution or professional services firm Some experience of regulatory engagement in relation to settlement operations/ risk management Characteristics Practical, proactive, able work with the business on sensible solutions and the ability to think critically Deadline oriented, and strong ability to work across multiple stakeholders in a proactive manner Ability to juggle multiple high priority deliverables to meet required deadlines Nice to have: Experience of overseas exchange/settlement facility activities and/or familiarity with exchange/settlement facility rulebooks Knowledge of the Australian financial markets regulatory environment Experience of presenting to senior management and regulators We make hiring decisions based on your skills, capabilities and experience, and how you’ll help us to live our values.
