Role Highlights As Manager Operations Improvement Delivery (HSEQ), you will be responsible to provide strategic and operational support across Fremantle Port Inner and Outer Harbours for the management of risk associated with the storage, handling and movement of hazardous and complex cargoes and materials. This includes coordination of related emergency plans, preparedness, exercises and drills. This is a key leadership role and will lead and influence risk management of hazardous materials and cargo by working across teams and functions at the Port and with external customers and supply chain partners. In this diverse, hands-on role, your responsibilities include but are not limited to: Providing technical and legislative guidance around storage and handling standards (ISGOTT, IMDG AS3846) and interpretation of contractual agreements with customers to ensure that all parties are safely managing risks associated with the import and export of goods. Managing compliance needs of commercial contract arrangements against legislation, regulations, and standards to assess gaps and areas of improvement. Leads the coordination of emergency response activities to ensure site readiness, including equipment, fire systems, and third-party consultation. Leading safety-focused change management, with emphasis on high-risk cargo operations at Kwinana Bulk Terminal and Kwinana Bulk Jetty. Providing technical advice to support the execution of Common User Berth contracts in line with terminal and legislative requirements. Providing the development and execution of training programs and SOP’s to ensure frontline staff are confident and competent in operating critical infrastructure. Providing effective support and leadership to enable team members to drive change and improvements. What Makes You a Great Fit Your ability to provide guidance, support and direction to operational and safety teams to ensure highest standards of compliance across the organisation and build a strong leadership presence to influence outcomes through collaborative working relationships across multi-disciplinary teams. You’ll also bring: Qualifications in maritime operations, occupational health and safety, engineering or a related field. 7 years’ experience in a senior operational, risk, or safety role within a port, marine terminal, or other high-risk industrial environment. Proven experience overseeing hazardous and complex cargo transfers, including dangerous goods and flammable substances. Deep understanding of port and terminal operations, especially in bulk handling, vessel interface, and cargo transfer or understanding of logistic/transport operations requiring similar compliance standards. Experience managing emergency preparedness and training programs, including coordination of multi-agency or site-specific emergency exercises.
