About the Role As Program Manager , you will oversee the daily operations, staff leadership, and service quality of the ACT Central Intake Service — a central point of contact for people seeking emergency relief, referrals, and holistic support. This includes managing service delivery across multiple sites and outreach locations throughout the ACT. The role is both strategic and operational — combining workforce leadership, stakeholder engagement, data reporting, and practice development. You’ll play a key role in fostering a trauma-informed, culturally safe environment while achieving measurable outcomes aligned to ACT Government funding requirements. This is a full-time permanent role, with a trade vehicle provided as part of the package. While primarily based in Canberra, interstate travel is minimal, typically limited to occasional conferences or national leadership meetings. Salary is in accordance with SCHADS Level 7. How you will make an impact Lead all aspects of the ACT Central Intake Service: operations, performance, staff development, and compliance. Supervise and support a dedicated team delivering crisis response, assessment, referrals, and casework. Drive the integration of trauma-informed, strengths-based, and culturally competent practice. Ensure services meet quality, legislative, and contractual obligations, including accurate reporting (e.g. SHIP/SAMIS). Represent The Salvation Army at key sector forums, governance committees, and stakeholder meetings. Foster collaboration across internal teams, local Corps, volunteers, and external partners. Identify service trends, risks, and opportunities for continuous improvement and innovation. What you will bring Tertiary qualifications in Social Work, Psychology, Community Services or a related discipline. Strong leadership experience in the community services sector, including team management. Proven ability to work with clients experiencing trauma, complex needs, or systemic disadvantage. Sound knowledge of trauma-informed care, cultural safety, safeguarding, and reflective supervision. Demonstrated experience managing service delivery in line with quality standards and funding agreements. Postgraduate qualifications in leadership, program development, or community management. (desirable) Familiarity with the ACT human services system, housing pathways, and Shared Practice Framework. (desirable) Experience contributing to service reform, shared governance, and strategic partnerships.
