The Manager, Human Resources plays a pivotal role within the central Youth Detention Operation and Reform (YDOR) directorate, working in partnership with Youth Detention Centre (YDC) leadership teams to ensure the effective delivery of detention services across Queensland. In this role, you will provide innovative, sustainable, and practical HR solutions that address operational needs and drive quality organisational outcomes. You will also contribute to the oversight and delivery of strategic, workforce, operational, and human resource functions across YDCs. Collaboration is key, as this role works closely with internal business partners, including Industrial and Employee Relations, Recruitment, Workforce Analytics, Learning and Development, and Safety, Health and Wellbeing. Together, you will develop and implement key HR initiatives that foster a performance-driven culture and promote continuous improvement. As Manager, Humans Resources you will specifically: Demonstrate cultural capability and/or a commitment to developing cultural capability to ensure an inclusive culture that aligns with the Human Rights Act 2019 and supports departmental programs and community partnerships aimed at preserving cultural connections for Aboriginal and Torres Strait Islander peoples. Review, develop, and implement HR strategies and practices that support YDOR and the YDC's in achieving its strategic priorities and business objectives. This includes workforce planning, establishment management, recruitment, organisational reviews, and other human resource projects as required. Proactively lead the implementation of the relevant components of the strategic plan, ensuring alignment with organisational goals while fostering a culture of continuous improvement. Leverage recruitment, staff retention, and workforce data to identify opportunities for improvement and implement evidence-based practices that enhance a productive, inclusive, and safe working environment. Drive the development of frontline leadership capability by designing and implementing tailored support initiatives and career pathways. Focus on fostering leadership growth through practical development opportunities, mentoring, and structured progression frameworks, ensuring alignment with organisational goals and future workforce needs. Develop, establish, maintain and review HR governance measures, systems, practices and processes to facilitate best HR practice, legislative compliance and the mitigation of corporate risks to enable the achievement of organisational objectives. Work collaboratively with and in consultation with YDOR Leadership, to identify areas of need within YDC's to build workforce capability to effectively manage and meet the department's objectives. Effectively communicate, consult, negotiate and advocate persuasively with a broad range of internal and external stakeholders to achieve desired outcomes, this may include unions, corporate partners and external stakeholders. Provide high level leadership, coaching mentoring, advice and support to members of the team by promoting and maintaining a culture of continuous improvement and knowledge sharing. A blue card and c class driver's license is required for this role.
