About the role Outcare is seeking an experienced and values‑driven General Manager, Bright Futures to lead a critical portfolio of residential and youth‑focused services supporting young people with complex needs. This is a newly created senior leadership role, offering a rare opportunity to shape, strengthen and grow services that have a lasting impact on the lives of young people, families and communities. The General Manager provides strategic and operational leadership across the Bright Futures portfolio, including residential and community‑based programs. The role ensures services are trauma‑informed, developmentally appropriate and aligned with therapeutic and service frameworks, while maintaining strong oversight of safety, safeguarding, quality and compliance. Leading multiple service streams, the role sets clear direction and provides strong support to Leads and Team Leaders, enabling a coordinated, consistent and high‑quality approach to service delivery. The General Manager ensures programs remain responsive to young people’s needs, support positive developmental and life outcomes, and operate effectively within contractual and operational requirements. Working closely with the Chief Operating Officer and senior leaders, the role plays a key part in translating organisational strategy into practice, strengthening workforce capability, and driving continuous improvement across the portfolio. You will join a passionate and committed leadership team focused on excellence in practice, safety and delivering meaningful, long‑term outcomes for young people. What you will bring You hold a relevant tertiary qualification in Social Work, Youth Work, Community Services or a related discipline, or possess equivalent senior leadership experience within the human services sector, alongside a demonstrated commitment to creating safe, stable and developmentally appropriate environments for children and young people. You bring substantial experience leading youth, residential or community‑based services in complex operational environments, including out‑of‑home care (OOHC), with accountability for multiple programs or service streams. You demonstrate a strong understanding of residential service delivery and the critical role that effective leadership plays in ensuring young people feel safe, supported and empowered. You are an experienced leader of leaders, with a proven capacity to build capable, accountable and high‑performing multidisciplinary teams. You have a demonstrated ability to cultivate service cultures that balance care, structure and high expectations, while embedding consistent practice and sound professional judgement. You possess a deep understanding of trauma‑informed, therapeutic and strengths‑based practice, together with comprehensive knowledge of child safeguarding frameworks, legislative obligations and best‑practice safety standards within youth and residential services. You are confident in holding safeguarding accountability, ensuring risks are effectively identified, managed and escalated in accordance with organisational and legislative requirements. You demonstrate strong operational capability, with experience overseeing service delivery models, workforce management and performance within compliance‑driven environments. You are skilled in managing program performance, contracts and reporting against funding and performance frameworks to ensure services remain high quality, compliant and sustainable. You are a credible and trusted relationship builder, with highly developed stakeholder engagement skills and experience working constructively with government agencies, funders and community partners. You bring sound professional judgement, strong risk awareness and a continuous improvement mindset, using data and insight to enhance service quality and outcomes for young people.
