The Department of Education’s Infrastructure Services Division (ISD) manages a large and complex infrastructure portfolio supporting schools, early childhood services, and corporate facilities, and includes an annual capital and maintenance program exceeding $1.7 billion with over 2,000 projects in-flight, along with a growing and ageing educational infrastructure asset base with a replacement cost of more than $40 billion. In response to increasing demand, growing complexity, and audit findings, ISD is implementing a range of initiatives to enhance asset management maturity, improve data quality, and strengthen decision-making capabilities. The Asset Lifecycle Condition Assessment (ALCA) Maturity Uplift Project is a key initiative under the Asset Management Improvement (AMI) Program. One of the primary objectives is to establish a consistent, scalable, and data-driven approach to condition assessment, enabling evidence-based investment decisions and optimised asset lifecycle management. The Business Analyst will play a critical role by delivering business analysis activities across process, data, and system domains to ensure the successful delivery of the project and its outcomes. This role sits within the Asset Management Strategy directorate, where the successful applicant will play an important role in shaping our ways of working. As the Business Analyst - ALCA, you will collaborate with business stakeholders, technical teams, and external vendors to define requirements, improve processes, and support the procurement, design and implementation of a fit-for-purpose system solution for Asset Lifecycle Condition Assessment Your primary focus will be on translating business needs into clear, structured requirements to support system selection, data governance uplift, and improved asset lifecycle decision-making. Key responsibilities include: Business Analysis & Technical Delivery - Leading business analysis activities across process, data, and system domains - Eliciting, documenting, and validating business, functional, and data requirements - Analysing asset data, workflows, and system constraints to identify improvement opportunities - Developing current and future state process maps aligned with asset lifecycle practices - Defining data standards, governance requirements, and business rules Solution Design & Implementation Support - Supporting procurement activities, including the development of RFI/RFT documentation and evaluation criteria - Assisting in the evaluation of solution options, including vendor demonstrations and use case assessments - Supporting system testing, validation, and business readiness activities Stakeholder Engagement, Risk & Change Management - Facilitating stakeholder workshops to capture current state processes, challenges, and future needs - Identifying and managing risks, issues, and dependencies related to business processes, data, and systems - Contributing to change impact assessments, transition planning, and stakeholder communication strategies Key Deliverables: - Comprehensive current state analysis, including processes, systems, and data flows - Detailed future state process maps and documented business requirements - Functional and non-functional requirements documentation - Data governance and data management requirements - Procurement inputs, including requirements and evaluation criteria. - Vendor evaluation artefacts, such as use cases and scoring frameworks - Defined business rules and data standards - Stakeholder engagement outputs, including workshop summaries and findings - Contributions to implementation planning, testing, and change impact assessments The ideal applicant will be someone who has the following: - Strong experience delivering process, data, and system improvement initiatives - Working in ERP environments (e.g., SAP) with a strong understanding of system constraints - Identifying and resolving data quality issues, data flows, and integration challenges - A strong problem-solving mindset with the ability to work in ambiguity and bring structure to complex problems - A proactive and outcomes-focused approach, with a commitment to delivering high-quality work - Excellent communication skills with the ability to engage both technical and nontechnical audiences - Strong interpersonal skills, with the ability to build relationships and influence stakeholders at all levels - Confidence to challenge assumptions and ask the right questions to uncover business needs Desirable Experience: - Working in asset management, infrastructure, or facilities data. - Supporting condition assessment programs or asset data uplift initiatives. - Expertise in defining or working with asset hierarchies, data standards, and governance frameworks. - Experience working in government or large, complex organisations.
