Schedule: Monday - Friday (6:00 AM - 3:00 PM PHT) The Estimator is responsible for preparing accurate, timely, and competitive cost estimates for civil construction and infrastructure projects. This role plays a critical part in winning profitable work, maintaining commercial discipline, and supporting the organisation's strategic growth objectives. The Estimator works closely with the Commercial Manager, Operations, Procurement, and Project Managers to deliver high-quality tender submissions, manage subcontractor engagement, and continuously improve estimating systems, tools, and cost databases. Key Activities Tender Management & Cost Estimation Review client tender documentation, specifications, and drawings to fully understand scope, risks, and deliverables. Perform detailed quantity take-offs for labour, plant, materials, subcontractors, and preliminaries using approved methodologies. Develop first-principles cost estimates using productivity data, benchmark rates, and supplier/subcontractor quotes. Prepare comprehensive tender submissions, including pricing schedules, clarifications, and assumptions. Ensure all inclusions, exclusions, allowances, and contingencies are clearly documented for internal approval. Subcontractor & Supplier Engagement Issue RFQs to prequalified subcontractors and suppliers in line with established procurement processes. Develop comparison matrices to evaluate quotations based on price, capability, compliance, and risk. Commercial Governance & Risk Management Ensure risk allowances, escalation provisions, and provisional sums are applied consistently and transparently. Maintain compliance with ISO-aligned commercial processes, standardised estimating templates, and version-controlled registers. Project Handover & Delivery Support Participate in tender review and post-award handover meetings to present cost assumptions and risk profiles to project teams. Provide cost breakdowns to support procurement planning, value engineering, and client negotiations. Support operations during project execution by re-pricing variations, validating costs, and managing subcontract changes. Forecasting & Continuous Improvement Contribute to the forecasting process by providing accurate cost data and rate libraries to support baseline budgets and cost-to-complete projections. Analyse post-project performance against estimates to identify variances and refine estimating assumptions. Assist in the development of a centralised estimating database and productivity benchmark library. Support digital transformation initiatives, including integration of estimating tools, Power BI dashboards, and forecasting reports. Collaboration & Communication Work closely with the Commercial Manager and Operations team, ensuring effective communication despite remote working arrangements. Participate in weekly tender pipeline meetings, commercial reviews, and monthly forecasting sessions. Maintain transparent documentation of all estimate revisions, assumptions, and supporting data. Experience: 2-5 years of estimating experience within civil construction, infrastructure, or a Tier 2 contracting environment. Proven track record preparing competitive tenders across earthworks, concrete, drainage, utilities, or similar scopes. Strong understanding of Australian construction standards, WHS requirements, and subcontract procurement processes. Experience with cost databases, benchmarking, and estimating software, with advanced Excel capability. Required Skills Advanced numerical and analytical capability with exceptional attention to detail. High-level Excel skills with the ability to build structured cost models. Strong written and verbal communication skills, including the ability to prepare professional tender clarifications. Strong commercial acumen with the ability to balance competitiveness with risk management and margin protection. Highly organised with the ability to manage multiple tenders and deadlines simultaneously.
