ABOUT THE BRANCH & SECTION The Intra-government Communications Network (ICON) is a Commonwealth-owned asset operating within the Australian Capital Territory (ACT) and managed by Government Digital and Network Services Branch, within the Department of Finance (Finance). ICON is a collection of passive point-to-point optical fibre connections and related infrastructure between Australian Government agency locations across Canberra. The ICON team consists of 21 staff working across five areas including design, operations, major projects, and field services. Combined, the team demonstrates a number of key capabilities, skills and experience to provide network strategy, capacity and design services, project management, capital improvement and agency projects, network audits, preventative maintenance activities and coordination of incident management. Specialist services and skills such as civil engineering, splicing and network location services (Before You Dig Australia) are provided by external service providers who are members of the ICON Fibre Optic Infrastructure Works and Services Panel. The ICON team are required to: Design, plan and manage all new connections and decommissions on behalf of agencies as cost recovery projects. Provide support to member agencies, panel members and external stakeholders via a service desk. Deliver after hours on-call service and regular engagement. Deliver rolling 5-year Capital works projects to replace ageing infrastructure and work towards setting up a structured network. Complete regular auditing and maintenance of the network to satisfy security, operability and WHS requirements. The key duties of the position include ABOUT THE OPPORTUNITY The Assistant Director, ICON Major Projects is responsible for the successful delivery of all projects including but not limited to client agency work requests, third-party relocations, and all capital and maintenance projects identified through the ICON Delivery Work Plan including ownership and currency of the plan. Through the management of a small projects team, the Major Projects lead will ensure all ICON projects align with the goals of client agencies, the network, Finance and the wider APS. The role is required to collaborate closely with the entire team including the ICON Projects and Works advisor to determine the priority of projects, their schedule and funding allocations. The role will, where practicable, work with major regional projects to ensure the ICON network retains integrity and is a position to improve infrastructure. The role: Provides strategic leadership to a team responsible for the delivery of all concurrent ICON construction and infrastructure projects. Takes ownership of the ICON Delivery Works Program encompassing all Capital and Maintenance projects. Provides expert project advice across ICON Capital and maintenance projects including complex problem solving and issues management for internal and external stakeholders and make decisions that are based on professional judgement, evaluating risks and in the context of a complex and changing environment. Establishes and maintain strong working relationships with government agencies, ACT government, building developers and telecommunications service providers. Ensures decisions are governed by the application of regulations, best practice principles or the agency's operating instructions and procedures. Takes ownership of the capital and maintenance budgets considering all existing and planned projects. Core duties: Maintain awareness of the longer-term strategic and operational outcomes for the section and possible impacts on the work area and projects. Consider and effectively manage competing priorities and strategic directions when achieving team planning and project outcomes in line with agency, branch and section goals and objectives. Manage communications with internal and external stakeholders including investigating and negotiating requirements and change proposals and present the agency's position in the context of more issues. Report to the ICON governance board and ICTD project board monthly, providing status reports, budget updates and an overall view of the project program. Use workflow, drawing and fibre splicing applications (AutoCAD and FibreBase) to provide draft plans and statements of work for complex civil projects.
