About the opportunity As a member of CASA's Aviation Technical Workforce (ATW), a Senior Standards Officer is responsible, under the direction of a Manager and National Manager, for the formulation, development and maintenance of policies, safety standards and associated guidance material, in relation to all flight operations policy. This is a professional and senior role and operates under limited direction and guidance. Key duties of the role include, but are not limited to: Conduct detailed research and provide policy recommendations on a range of complex policy, standards, and regulatory change matters in compliance with applicable legislation, standards, policy, and guidance material, CASA's Corporate Plan, policies, practices and standards, and in accordance with CASA's Regulatory Philosophy. Actively lead work programs that deliver the various elements of CASA's strategies and priorities including but not limited to standards development projects, including policy and legislation development, industry consultation, and implementation activities. Establish and maintain professional and effective communication with other aviation regulatory authorities, the International Civil Aviation Organization (ICAO), Government agencies and external stakeholders, as well as other CASA Divisions on all flight operations standards policies, and related legislation. Manage CASA responses to ICAO protocols and corrective actions and present that information to relevant stakeholders or delegates through high quality reports with clear recommendations, identifying any risks and/or systemic issues. Conduct assessments of regulated entity applications for approvals or exemptions. Provide ongoing support and guidance to less experienced employees on standards development and other technical matters relating to flight operations. Identify opportunities for continuous improvement. Contribute to maintaining a positive health and safety culture at CASA, including psychosocial wellbeing in the workplace and providing input, where appropriate, into decisions that may impact upon personal health, safety and wellbeing in the workplace. Other duties as required The key duties of the position include Our ideal candidate Our ideal candidate must demonstrate the following: Experience in the leading of policy or standards and regulatory development activities including an understanding of government policies, funding arrangements, and economic impacts. Demonstrated ability to exercise initiative, analysis, problem solving, judgement, and decision-making, applying and documenting technical knowledge and expertise on complex matters and/or unusual matters, anticipating future consequences or outcomes, and develop long-term plans that maximise opportunities and minimise risk. Ability to work under guidance and direction from CASA in accordance with established regulatory practices, operational needs, procedures, and assigned delegations. Demonstrated experience leading projects with multiple stakeholders, including with regulated entities, on sensitive and complex issues requiring conflict resolution within constrained time limits. Comprehensive working knowledge of Australian aviation safety legislation and guidance materials, and other aviation regulatory bodies such as the Federal Aviation Administration (FAA), International Civil Aviation Organization (ICAO), and the European Aviation Safety Agency (EASA). Comprehensive working knowledge of Australia's ICAO compliance requirements relevant to flight operations.
