Job Description Key Responsibilities and Functions Teamwork Facilitate and coordinate the project team to achieve key milestones, ensuring alignment with project scope and objectives. Foster a positive team culture by promoting engagement, accountability, and collaboration with stakeholders. Facilitate project team capacity through coaching, feedback, and conflict resolution, while mentoring Junior Project Managers. Attend meetings as requested and support project delivery through effective planning and management. Communication and Stakeholder Management Maintain effective communication and negotiation with customers and stakeholders, ensuring timely resolution of issues and strong customer focus. Develop and sustain professional relationships with key stakeholders to facilitate the planning, approval, and delivery of projects. Coordinate stakeholder reviews of plans and proposals, ensuring a unified response to design consultants and managing engagement during the construction phase. Provide accurate, well-researched, and timely written responses and reports tailored to the audience’s needs, while consulting with relevant departments and authorities. Occupation Health and Safety – Quality Management Implement Council policies and procedures, ensuring compliance with OH&S, EEO, workplace harassment prevention, and the Code of Conduct. Manage projects in accordance with quality standards, while establishing governance, resource allocation, and reporting processes in line with the Council’s PMF. Facilitate contractors and project activities, ensuring adherence to OH&S, Environmental, and Quality standards, including conducting regular site visits and maintaining proper documentation. Maintain comprehensive records for reporting purposes, including post-implementation reviews, to ensure expected outcomes are achieved and documented. Identify project interdependencies, leveraging resources to maximise efficiencies and align with organisational deliverables. Risk Management Develop and maintain comprehensive risk registers, collaborating with subject matter experts to establish critical paths, cost estimates, and project scopes. Address and manage critical risks, contingency plans, and project impact measures, ensuring governance and compliance within the Council's corporate risk framework. Facilitate contractor inductions to ensure adherence to safety and risk management policies, actively contributing to minimising Council’s risks in line with the Risk Management Strategy. Budget Management Manage and deliver projects within budgets ranging from $0 to $10 million, ensuring cost-effectiveness and efficiency. Provide accurate financial documentation and regular updates on project progress and budget status. Monitor project expenditure closely, advising supervisors of any potential budget variances before they occur. Project Planning Support project development and planning within the Capital Delivery Program, including stakeholder management and securing external funding. Provide strategic advice and implement tools for continuous monitoring, evaluation, and improvement of infrastructure projects. Design Management Facilitate all stages of design development, ensuring alignment with Council strategies, policies, and specifications through effective management of consultants and collaboration with internal department subject matter experts. Procurement Collaborate with subject matter experts and stakeholders to develop specifications and designs for each project, ensuring alignment with project objectives. Develop tender packages and facilitate the procurement process, including quotations for design and project delivery, in coordination with the procurement team. Maintain strict confidentiality to effectively implement Council’s negotiation position with contractors and ensure effective procurement outcomes. Ensure adherence to probity standards throughout the procurement process to uphold transparency, fairness, and integrity. Contracts Compile and form various Contracts for execution Manage Contracts between Council and 3rd Parties in accordance of the Contract Act as delegated Contract roles This role is remuneration at Band 7 or 8 depending on qualifications and experience. Ideal quality oral and written communication skills. Experience in scoping and design of municipal infrastructure. Experience in managing projects/project programs ranging from 0 to 10 million dollars. Essential qualifications and experience Hold a tertiary qualification in engineering or project management or possess extensive experience equivalent (5 years) to such a qualification. Knowledge and experience in commercial or infrastructure construction Experience in, and knowledge of project management. Experience in, and knowledge of contract management and it application.
