About the role: The Director Investment Reform is a key leadership role in the Investment and Commissioning Branch which sits within the Budget, Finance and Investment Division of the Department of Health. The Director leads in developing strategic and authoritative advice on opportunities to reform investment in health service delivery to improve efficiency and improve health system outcomes. In collaboration with the broader Investment and Commissioning Branch leadership team, this role is responsible for developing and maintaining the Department of Health's service delivery Commissioning Framework, to ensure that best practice investment approaches are continually updated and supported. Through use of expert analysis, leadership and influencing skills, the Director works collaboratively with other Divisions and program areas to assess health funding and investment outcomes and drive reforms to improved performance, efficiency and sustainability. Reporting directly to the Executive Director Investment & Commissioning, the Director guides a team of highly skilled professionals in applying Commissioning principles and approaches to deliver best practice in investment management and funding reform, with a particular focus on health services delivered by the non-hospital community agencies. This involves active collaboration with divisions, program areas to provide expertise in financial modelling, investment assessment, governance and performance evaluation. The Director will provide expert advice, analysis and support on immediate and long-term opportunities for investment reform, support best practice review and evaluation of investment decisions, promote data and evidence-driven decision-making and cultivate a culture of accountability and excellence across the department. About you: We are looking for someone who can: Lead the development and delivery of the Department's investment reform agenda, strengthening how investments are prioritised, assessed, governed and delivered to improve outcomes and value-for-money. Provide strategic leadership on investment frameworks and decision pathways, ensuring clear governance, accountability and controls across the investment lifecycle. Collaborate with and build influence with program areas and delivery agencies to identify and realise opportunities for investment reform to drive performance improvement, benefits realisation and financial sustainability. Strengthen engagement with central agencies (e.g., DTF, DPC), leading negotiation and coordination of investment advice, supporting approvals and reporting requirements. Oversee development and quality assurance of investment submissions, including business cases, budget bids and strategic investment proposals, ensuring robust evidence, affordability and risk management. Monitor delivery performance and benefits realisation across the investment portfolio, identifying risks early and driving corrective action and continuous improvement. Expertise / qualifications: An understanding of health investment, projects, or health service delivery requirements would be highly regarded. A relevant tertiary qualification in finance, economics, public policy or a related discipline would be highly regarded.
