About the role: The Director, Portfolio Funding Assurance plays a critical leadership role in safeguarding the financial sustainability of Victoria's health system. Working closely with others in the Budget and Intergovernmental Relations Branch and across the Department, the position is responsible for providing authoritative assurance on the department's existing base funding and revenue flows, including Commonwealth funding and other external sources, that underpin delivery in the health portfolio. Reporting to the Executive Director, Budget and Intergovernmental Relations, the Director leads multidisciplinary teams to assess the impacts of year‑on‑year government decisions, analyse variances, and ensure hospitals and health services are funded reliably and transparently throughout the financial year. The Director leads the development of advice and analytics that inform funding commitments, manage in‑year adjustments, and strengthen health service revenue management. The role also leads the monitoring of departmental and portfolio efficiency reforms, identifying risks, tracking progress, and guiding evidence‑based decisions to meet cost-control targets. By bringing together financial insight, strategic stewardship and robust assurance practice, the Director ensures the department can effectively meet its obligations, optimise revenue opportunities, and support a financially resilient health system for all Victorians. About you: We are looking for someone who can: Oversee end-to-end assurance of the department's base funding and revenue flows, including Commonwealth and other external sources, ensuring funding arrangements are robust, transparent and aligned with government priorities. Lead the assessment of year-on-year government decisions and the financial impact of policy changes, ensuring revenue and expenditure settings remain sustainable across the portfolio. Drive continuous improvement in funding governance, controls and assurance processes, strengthening accountability for revenue management across the health system. Lead the development, assurance and monitoring of cost-control initiatives and funding priority measures, enabling risks to financial sustainability, service delivery and implementation to be clearly identified and managed. Provide authoritative financial stewardship and analytical oversight of cost-control initiatives, working closely with Hospitals Victoria and the Finance Branch to enable targets to be realistic, measurable and transparently tracked. Build and maintain strong partnerships across the Department, Hospitals Victoria, central agencies and external stakeholders, influencing investment design, revenue policy settings and funding conditions to improve system outcomes. Expertise / Qualifications: An understanding of public sector funding and investment assurance, including portfolio governance, financial risk assessment, performance oversight and value-for-money evaluation across complex funding programs will be highly advantageous. A relevant tertiary qualification in Health Management, Law, Finance, Business Management or related technical field would be well regarded.
