Description Overview of role: As the Infrastructure Program Manager, you will be accountable for the successful delivery of a portfolio of complex, high-value infrastructure programs across Coliban Water’s water, wastewater and recycled water networks. A key program within this portfolio is the AQUA Program — one of Coliban Water’s most critical water supply initiatives. The AQUA 2000 system supplies treated water to approximately 80% of Coliban Water’s urban customers, drawing from the Bendigo, Castlemaine and Kyneton Water Treatment Plants (WTPs). You will lead the development of a 25-year Masterplan for these WTPs and associated systems, including options analysis to determine technically viable and economically sound upgrade pathways. You will then oversee the delivery of the associated capital works, ensuring performance objectives, safety, environmental and regulatory standards are achieved. This role leads programs from early planning through to construction and handover, ensuring projects are delivered safely, on time, within budget and to the highest technical and environmental standards. It is ideal for a senior construction or program leader who thrives in complex, regulated environments and enjoys working with multidisciplinary teams, contractors, regulators and community stakeholders. Key Responsibilities: As our Program Manager, you’ll be accountable for: Lead the end-to-end delivery of major infrastructure programs, including treatment plants, pipelines, pump stations and long-term construction contracts Develop and implement procurement and delivery strategies that achieve best value for Coliban Water Act as Superintendent or Superintendent’s Representative for a broad range of construction contracts Ensure all projects comply with safety, environmental, regulatory, quality and technical standards Manage program and project budgets, risks, schedules and reporting Lead and mentor a team of up to six project professionals Build strong relationships with contractors, consultants, BOOT partners, regulators and government agencies Drive continuous improvement through lessons learned, performance reviews and innovation What you’ll bring: You are a confident and credible infrastructure leader with the ability to manage complex, multi-year construction programs in a high-accountability environment. You will have: At least 10 years’ experience delivering large construction and infrastructure programs A Bachelor’s degree in Engineering or Construction Management (post-graduate qualifications in Project or Construction Management highly regarded) Strong experience with wastewater, recycled water and treatment plant infrastructure Proven ability to lead and motivate high-performing technical teams Sound knowledge of Victorian construction standards, safety and environmental regulations Exceptional stakeholder engagement, commercial and negotiation skills A results-driven, practical and solutions-focused mindset Sound like you?
