This project is a flagship reform designed to strengthen industry responsibility and improve the rectification of defective work. As there is no dedicated Business Analyst on this project, you will wear two hats: the Strategic Project Manager driving governance and the Analytical BA uncovering the "current state" and architecting the "future state". You will be the bridge between complex government policy and operational reality. RESPONSIBILITIES Working closely with a dedicated Change Manager and a wide array of Subject Matter Experts (SMEs), you will: Lead Discovery & Impact Assessment: Conduct a deep dive into the current regulatory landscape. Analyse operational, financial, and service implications of proposed policy changes. Stakeholder Management: Navigate the complexities of government by engaging with a massive footprint including Legal, Compliance, Finance, Digital, and the Contact Centre. Policy Operationalisation: Translate the revised policy into reality. This includes updating internal procedures, decision-making guidelines, and digital workflows. Risk & Strategy: Manage risks associated with regulatory changes, ensuring new processes do not negatively impact consumer resolution or insurance schemes. Deliver the Future State: Create documentation for the ideal future state, ensuring consistent decision-making and increased industry compliance ABOUT YOU To excel in this role, you must understand how government works and have a "boots on the ground" understanding of complex industry ecosystems. Regulatory/Legislation Expert: You have extensive experience managing complex policy or legislative change projects within a Government environment. Industry Savvy: Experience in Utilities, Construction, Transport, or Infrastructure is highly regarded. You understand how subcontractors interact with the public and the regulator. Analytical Rigor: You are comfortable performing BA-style discovery, mapping current states, and identifying gaps independently. Stakeholder Navigator: You are adept at managing high-impact decision-making and can influence at the Senior Leadership level. Outcome-Focused: You don't just deliver a report; you operationalise it—from updating website content to advising on Contact Centre scripts REQUIREMENTS Demonstrated experience in Queensland Government or similar regulatory environments. Proven ability to manage Stakeholder Engagement across multidisciplinary teams (Legal, IT, HR, Operations). Project Management certification (e.g., PRINCE2, Agile, or PMBOK) is an advantage.
