We are seeking EL1 Human Resource professionals across a range of disciplines. Reporting to the Director, Assistant Directors are responsible for the development, implementation, and management of a wide range of complex people management matters. You will manage a small team responsible for the triage and case management of matters in accordance with the relevant framework. You will be required to use your specialist working knowledge of the Public Service Act 1999 and other relevant legislation and frameworks to achieve successful outcomes. The key duties of the position include In line with the APS Work Level Standards the responsibilities and duties of the roles reflect the EL1 classification as outlined in the APS Integrated Leadership System (ILS) guidance. Candidates are expected to demonstrate capability consistent with these standards. The key duties and responsibilities include: Assistant Director Work Health and Safety: Manage the continuous improvement of the WHS management system, audit compliance and business improvement activities/recommendations. Implement and embed our Working Well framework and Safe Work Australia Codes of Practice to create psychosocially safe workplaces. Proactively engage with business areas to build manager capability and employee awareness of psychosocial hazards and incident reporting. Effectively manage WHS governance and consultation arrangements including a network of Health and Safety Representatives (HSR) and secretariat functions the department's Work Health Safety Committee. Provide tailored advice to a range of stakeholders on legislative, regulatory, or procedural matters and managing the resolution of issues and complaints. Provide specialist WHS advice, assistance, and support in relation to WHS matters or enquiries from workers and managers. Plan, coordinate, administer and deliver a range of health and wellbeing initiatives such as seasonal influenza vaccinations, and health and wellbeing week. Manage the facilitation of workplace inspections and other risk management activities across the department to identify opportunities for improvement and ensure compliance with legislation and departmental policies. Perform data analysis and reporting to the Executive and other key stakeholders about WHS and wellbeing matters. Initiate, guide and promote consultation, collaboration, and communication with key internal and external stakeholders. Undertake project management activities, including tracking performance against milestones, budget management, evaluation reporting and resource allocation. Assistant Director Early Intervention: Advice and support to the Director and stakeholders across the agency, on a range of complex employment matters, including drafting of relevant correspondence. Development and implementation of an early intervention and triage case management model. Management for early intervention of matters relating rehabilitation and return to work, and performance and conduct. Liaison with internal and external support services to develop structure and support for policy and processes, including interaction with case management functions. Development of policies, procedures and initiatives that support a strong performance and wellbeing culture. Promoting a harassment free workplace through the coordination of the Employee Support Officer (ESO) network. Initiate, build and maintain strong stakeholder relationships. Appropriately design and tailor communications and messaging for a broad range of stakeholders. Assistant Director Performance and Conduct: Lead a team in the management of Code of Conduct, underperformance, probation and other APS employment disciplinary matters. Be accountable for accurate completion of your work and your team's work within timeframes whilst ensuring quality and accuracy, including case governance. In consultation with the Director, set the strategic direction by managing priorities, resources and workflows. Exercise sound decision-making and judgement when producing high level evidence-based decisions. Provide expert advice and guidance to senior management, delegates, supervisors and employees across the department on misconduct matters within the team's remit. Be responsible for actively managing key stakeholder relationships internally and externally. Build team capability through coaching, mentoring and succession planning. Foster a culture of accountability and trust and promote a pro-integrity culture across the department. Lead and contribute to data and reporting initiatives, including producing timely executive reporting providing insights on case volume, timeliness, outcomes, risks and trends and recommending system improvements. Develop, maintain and continuously improve policies, procedures and education material to ensure alignment with APS legislation, policy and HR best practice to support a strong performance and conduct culture within the department. Lead and exemplify continuous improvement of performance and code case governance, including following HR best practice, risk management, record keeping, evidence handling, advice provision and stakeholder engagement. Represent the People Branch by developing and delivering high-quality presentations, briefings and learning sessions on the APS Employment Framework to build knowledge and capability across the department. Define scope, limitations, and dependencies of projects to design approach that interprets and works toward successful outcomes. Assistant Director Rehabilitation and Return-to-Work: Lead and manage a team of Rehabilitation Case Managers to deliver high-quality and excellent customer service that achieves the best possible outcomes for the department and its employees. Be accountable for accurate completion of your work and your team's work within timeframes whilst ensuring quality and accuracy, including case governance. Ensure the department's Rehabilitation Management System (RMS) remains compliant with the relevant regulatory framework. In consultation with the Director, set the strategic direction by managing priorities, resources and workflows for the rehabilitation and return-to-work team. Using excellent communication skills and well-developed liaison, negotiation and representational skills to build productive relationships with employees, managers and external stakeholders including Comcare, medical professionals and rehabilitation providers. Actively contribute to continuous improvement of injury management and other relevant procedures, processes and strategies and provide high level service delivery. Attend regular network forums with Comcare/ORAMS and other agencies. Ensure your team of Rehabilitation Case Managers receive clear direction, coaching, training, and support to ensure a professionalised workforce in rehabilitation and case management. Drafting complex correspondence including instructions for independent medical assessments, reports, executive briefings and other high level written correspondence. Represent the People Branch by developing and delivering high-quality presentations, briefings and learning sessions on Rehabilitation and Return-to-Work to build knowledge and capability across the department to manage employee wellbeing matters. Manage and resolve issues that impact delivery of program or escalate as appropriate.
