Job Description The Opportunity As we deliver on an ambitious strategy to strengthen water security, uplift digital and operational capability, and support a thriving region, we’re looking for a skilled Learning and Development Lead to join our People & Capability team. As our Learning and Development Lead , you will play a key role in designing, implementing, and embedding learning frameworks that support the successful delivery of digital and operational projects across the organisation. You will: Design scalable, role‑based learning and development frameworks Lead training needs analysis and identify capability gaps across key projects Co‑design learning solutions with subject matter experts, project teams, and leaders Oversee the development of high‑quality digital, virtual, instructor‑led, and on‑the‑job training Design, develop and deliver high‑quality training across both online and face‑to‑face learning environments Enable effective use of learning technologies, including our Learning Management System Ensure quality assurance, governance, and data‑driven continuous improvement Support workforce readiness and capability uplift during major organisational change This role is pivotal in ensuring our people have the knowledge, skills, and confidence to adopt new systems, processes, and ways of working. Desired Skills and Experience About You You are an experienced learning professional who is energised by complexity and passionate about building capability that sticks. You bring: Extensive experience in learning & development, preferably in project‑based or operational environments Strong instructional design and adult learning expertise Proven ability to translate complex digital or operational subject matter into practical learning programs Experience coordinating learning across multiple modes of delivery Highly developed communication, collaboration and influencing skills Relevant tertiary qualifications in HR, business or a related field (or equivalent experience) You thrive on partnership, are comfortable working with ambiguity, and enjoy driving real behavioural and capability outcomes.
