A leading local council is on an ambitious digital transformation journey to modernise services, improve data capability, and put customers and community at the heart of everything they deliver. We’re seeking an experienced Business Analyst to play a pivotal role in shaping future-state services and processes, and translating them into practical, technology-enabled solutions. This is an opportunity to work at enterprise scale, influence service outcomes that matter to the community, and help embed sustainable, user-centred change. About the role Initially, you’ll focus on defining future-state service and process visions across the Digital Transformation Program. As delivery progresses, you’ll lead detailed requirements definition, support system configuration, and ensure solutions are implemented in line with Council’s principles — including maximising out-of-the-box functionality. You’ll also play a key role in governance, risk management, user access management, testing, and adoption — ensuring solutions are secure, compliant, and truly fit for purpose. This is a 12 month fixed term contract with potential for extension. Key responsibilities Lead requirements gathering and process design workshops with senior stakeholders Define service and process visions, business rules, and detailed functional and non-functional requirements Partner with implementation vendors and ICT to support system configuration and delivery Define and embed User Access Management (UAM) , including role-based access control and segregation of duties Support testing activities including system testing and UAT, validating configuration against agreed requirements Develop training materials and support knowledge transfer to the business Mentor and share knowledge across the program and broader organisation About you You’re a confident, collaborative Business Analyst with strong experience working on complex, technology-enabled transformation initiatives.
