About the Role The Manager, Resources and Partnerships plans and manages resourcing and capacity across the Transformation portfolio, including impacts on business as usual. You will lead workforce planning, recruitment and targeted capability development, and oversee the pipeline of resources and vendors, inside and outside QCS, needed to deliver the reform agenda. Key accountabilities - Engage across QCS to identify partnerships, consultancies and capabilities required to deliver reform.- Coordinate procurement and contract management to ensure the right resources and vendor relationships are in place.- Forecast, plan and sustain resourcing for the reform agenda, including procurement where required.- Lead and coordinate resource and partnership activities across reform projects; champion central workforce plans throughout initiative lifecycles.- Manage effective recruitment and capability development aligned to QCS priorities.- Promote transparent, accountable sharing of resources; identify and mitigate risks using evidence based frameworks and escalate issues as needed.- Prepare complex submissions, reports, briefs, presentations and correspondence.- Provide expert advice to the Director, Strategic Transformation, and Assistant Commissioner, including progress, risks and continuous improvementrecommendations.- Build strong relationships with stakeholders; represent QCS in executive forums and communicate the reform agenda.- Lead the Resources and Partnerships team, managing human and financial resources to deliver efficient, commercially sustainable services.- Foster a culture of collaboration, evidence based decision making, innovation and performance. Role suitability This Team Leader role (Leadership Competencies for Queensland) suits an applicant with: - Extensive experience managing complex resource portfolios and vendor ecosystems in large, regulated organisations.- Demonstrated success delivering reform, particularly resourcing and capacity responses to external reviews or audits.- Proven ability to deliver transformation initiatives across complex public sector environments.- Applied understanding of project management, contemporary change and business integration strategies.- Deep knowledge of best practice resourcing, procurement and management approaches, frameworks and systems.- High level analytical skills to interpret and report data and outcomes for decision making. Other information No mandatory qualifications. A relevant qualification in human resources is highly desirable. Experience in correctional or similar complex operational environments is highly regarded. The role may at times require work outside normal hours, travel, or working from alternate locations.
