Purpose of specific work area and position The State Operations Directorate provides a diverse range of shared organisational and specialist capabilities to the Queensland Fire Department's (QFD) frontline services to enhance cooperation and collaboration across QFD operations, with a particular focus on how QFD services come together before, during and after an emergency. RFS Qld Specialist Services works collaboratively with Qld FRS Specialist Services to ensure consistency and continuity of the delivery of key activities and tasks within the capabilities of Aviation Coordination Management, Incident Prevention and Preparedness Management, Operational Incident Response and Recovery Management and training specific to the management of incidents and disasters. Critical work within the unit ensures that QFD maintains a state of operational readiness to fulfil its responsibilities to Queensland communities during times of fires or disaster events. The Assistant Chief Officer [RFS State Operations] is required to lead and manage QFD Incident Management Capabilities in cooperation with other State Operations Directorate Branches in sustaining and improving the planning, readiness and safe provision of operational services to the community of Queensland. You will be responsible for the development and enhancement of the QFD Aviation Capability in conjunction with the Director Qld FRS Specialist Services, specifically around the management and enhancement of the QFD crewed aircraft capability in alignment with the State Operations Directorate Service plan. This includes, but is not limited to: developing, establishing and managing an Incident management capabilities in conjunction with QFR Specialist Services through, standards, training, State Operations priorities, plans, performance targets and other initiatives, which are consistent with QFD objectives, doctrine, business excellence principles and national and international trends establishing and maintaining strategic partnerships with the relevant process directors, facilitators, content experts and internal/external stakeholders to ensure a coordinated and integrated approach to QFD statewide operations and the effective, efficient and safe delivery of RFSQ specialist services ensuring all activities and initiatives undertaken within the duties/responsibilities of this position correlate with and support the business models particularly for the operational incident management and aviation capability functional areas. Highly desirable requirements Demonstrated knowledge and experience of the incident management system and its alignment to the National AIIMS framework and/or coordination centre management principles. Special requirements The Assistant Chief Officer [RFS State Operations] RFS Qld Specialist Services will be required to undertake the role of SFCC State Coordinator on a rotational basis. Oversee the Public information and Warnings processes to support response coordination and the timely provision of critical public information messages during bushfires and other emergency events. Contribute to the management of the operations centre which supports the command and control of fire and emergency management events, to ensure effective oversight of statewide operational response activities. Lead and coordinate strategic and operational planning for aviation services across the department, particularly aerial firefighting response capability, to build capacity, capability and preparedness of fire and emergency service delivery. Provide expert liaison, consultation and negotiation with other directorates; branches; external agencies; industry bodies; relevant community groups; and private sector providers in relation to the QFD service delivery activities and priorities. Lead the identification and development of innovation, research and development initiatives and develop, monitor, and evaluate programs and projects to meet and support our operational services' capability and departmental objectives. Additional information Applicants will ideally hold the rank of substantive Chief Superintendent, RFSQ however Superintendents (FSPRI) with the appropriate skills and knowledge are encouraged to apply.
