COMMERCIAL MANAGER EASTERN SUBURBS 9-12 MONTH CONTRACT IMMEDIATE START $74.36 PER HOUR MON-FRI - 76 HOUR FORTNIGHT OVERVIEW This role is responsible for delivering commercial property initiatives that strengthen the financial sustainability and optimise the use of the property portfolio. In doing so, the role will pursue opportunities for cost recovery, secure improved commercial terms, and establish new revenue streams that support long-term strategic objectives. In conjunction with the Program Manager - Property, the position will lead and support projects including, but not limited to, the negotiation of Shared Use Agreements with various government stakeholders, development of a Telecommunications Property Strategy and various negotiations with telecommunications operators and advertising signage opportunities. The role requires a commercially astute and outcomes-focused approach to stakeholder engagement, negotiations, and contract management, ensuring transparent, equitable and financially beneficial outcomes. Collaboration with internal teams, external partners, government agencies, and industry will be critical to successfully delivering these objectives STRATEGIC COMMERCIAL CAPABILITIES Lead the renegotiation of Shared Use Agreements with government and education partners to ensure fair allocation of costs, optimise cost recovery, and secure improved commercial terms. Develop and implement a Telecommunications Property Strategy to attract investment and establish new revenue streams on City-owned or managed land. Re-establish and expand advertising opportunities across road reserves and other strategic sites, delivering sustainable commercial returns. Apply strong commercial acumen to negotiations, stakeholder engagement, and contract management, maximising financial and social outcomes. Prepare business cases, briefs, reports, and recommendations that support decision[1]making and deliver measurable benefits to the property portfolio. PROJECT OUTCOMES Demonstrate innovation, adaptability, and an outcomes-focused approach to delivering projects that strengthen commercial capability. Apply effective project management principles and practices including the preparation of financial, time, and quality reporting. Demonstrate a collaborative and innovative approach, and meet project milestones for specific project, deliver project outcomes to a high professional standard, and demonstrate value for money and agreed financial outcomes. Preparation and presentation of reports and memos for reporting or briefing purposes to the project control groups, executive management, and the Council. Ensure staff, contractors and consultants comply with all policies and procedures. FINANCIAL MANAGEMENT Ensure effective financial management principles and practices are applied (including the preparation of budgets, financial reports and triple bottom line reports) as they relate to land and property or other commercially driven projects. Demonstrated understanding and application of financial performance measures and methods including financial feasibility models, cash flow analysis, internal rate of return, project profit margins, risk profiling and economic value add initiatives. STAKEHOLDER MANAGEMENT Collaborate with internal teams, external partners, government, and community stakeholders to achieve agreed outcomes and foster positive relationships. Lead engagement and consultation processes, managing contentious issues with professionalism and transparency. Identify opportunities, risks, and alternative delivery strategies to optimise project outcomes. Provide clear leadership, guidance, and support to colleagues and project teams. TRAINING/QUALIFICATION(S) A tertiary qualification in commerce or property (valuation, economics, development etc), project management or a related field. ESSENTIAL KNOWLEDGE / SKILLS CRITERIA Minimum of 3 years experience in positions demonstrating that similar objectives have been successfully achieved. Experience with applying effective project management principles and practices (including the preparation of strategies, financial, time, and quality reporting and triple bottom line reports) as they relate to property or other commercial driven projects. Ability to work independently and as part of a team to provide professional service in a collaborative manner. Ability to be flexible and adaptable to meet dynamic and changing project and team needs, extending to flexible hours of work and balance of days in the Kalamunda office versus working from home. Willingness to embrace the 'lean' team structure of the Property team, in that administrative and/or other tasks may be required ad hoc and at short notice insofar as they support the property team's objectives. Skilled in describing problems, articulating problem statements, and proactively identifying pathways to unlock positive change and business improvements. Well-developed analytical, research, time management, and organisational skills that can contribute to the development of techniques and methodologies to support the achievement of necessary Key Result Areas. Knowledge of statutory requirements of the Local Government Act and Land Administration Act, or other relevant legislation and ability to interpret the relevant Act and policy (desirable, not essential). Advanced communication and negotiation skills and ability to facilitate successful outcomes with various customers and stakeholders. DRIVERS LICENCE Possession of a current 'C-A' (Automatic) or 'C' (Manual) class driver's licence allowing the holder to drive legally in Western Australia.
