Description Statutory Planner Reference number: 10897 Closing date: 11:45pm, 5 December 2025 Two full-time permanent roles available Band 6 role Monthly RDOs available Hybrid working arrangements available The Opportunity Positioned within Council’s Planning & Building department, this position will see you responsible for providing quality specialist services in all facets of planning enforcement, statutory planning, and subdivision control and other services provided by the Planning and Building Department. Key Responsibilities Statutory Planning Promptly consider, process and assess planning applications in accordance with the Planning Scheme, Planning and Environment Act 1987 and Subdivision Act 1988 and policy requirements, including the referral of applications, giving of notice, requesting further information and negotiating with applicants and other persons and/or authorities. Confer with applicants, objectors, government agencies, internal departments and other interested parties to resolve planning issues. Confidently assess Sustainable Development Design reports and submissions, including Water Sensitive Urban Design (WSUD) and Environmentally Sustainable Design (ESD). Assess and process applications such as of for secondary consent, extensions of time, and plans requiring endorsement. A commitment to teamwork. Statutory Investigation and Enforcement Ensure compliance with the Moonee Valley Planning Scheme, planning permits, and relevant legislation through inspections, investigations, and interpretation of statutory requirements. Respond to and resolve customer enquiries and complaints regarding land use and development compliance, providing clear advice on planning legislation, Council policies, and local laws. Prepare and present evidence for legal proceedings and hearings at VCAT, Magistrates Court and other panels as required. Issue enforcement notices and initiate enforcement actions for breaches of planning permits and/or planning scheme provisions under the Planning and Environment Act 1987. Communicate specialist planning information clearly to developers, builders, property owners, and internal stakeholders. Reporting Prepare accurate and timely reports on planning, subdivision and other matters concerning services provided by the department. Prepare correspondence relating to services provided by the department. Customer Service Implement the Moonee Valley Planning Scheme and Council planning policies, and provide accurate, up-to-date information to the public and internal departments through clear written and verbal communication. Respond to enquiries and advise the public and Council officers of development requirements and legal status under the Moonee Valley Planning Scheme, Planning and Environment Act 1987, and related government planning legislation. Respond promptly to written and verbal enquiries regarding land use, development policy, and statutory planning requirements. General Portray and maintain a positive, cooperative and helpful liaison with members of the public. Assist with related enquiries either in person at the Customer Services Counter and Planning Enquiries Desk, off site or by telephone, email or letters. Provide advice on Statutory planning and enforcement related matters to other staff within the team and other departments as required. Cooperate with other staff members to ensure workflow is carried out affably and expeditiously. Skills & Experience A tertiary qualification in Urban Planning or related discipline.
