Remuneration above the pay band may be negotiated based on the successful candidate's skills, experience and delegate decision Our team - Engagement, Commercial and Legal The Manager, Contracts and Procurement reports to the Director of Engagement, Commercial and Legal section which forms part of the Enabling Services Branch within the Corporate Division. The section combines diverse corporate enabling functions and is responsible for advising on land access (ie leases and licences including native title), procurements, and legal matters relating to bespoke activites of Geoscience Australia. Geoscience Australia is a leading science agency and responsible to deliver important policy decisions of the Commonwealth, which this role will support to achieve. The key duties of the position include As a Manager, Contracts and Procurement, you will be instrumental in driving Geoscience Australia's procurement function with an ICT focus, supporting compliance, capability uplift and being an amazing and supportive team leader. Your excellent communication skills and ability to develop and maintain good working relationships will be key to promoting a positive, customer focussed culture. Your high level administrative skills will ensure that Geoscience Australia's procurement records are up to date and accurate, and will allow you to meet organisational reporting requirements. In doing so, you will engage with the business areas and support the delivery of fit-for-purpose advice and guidance to meet the objectives of the organisation. As Manager, Contracts and Procurement, you will supervise and manage 3 procurement officers within a larger procurement team of 10. Working with a high degree of independence you will: work closely with your fellow Manager, Contracts and Procurement to deliver outcomes, allocate work between team members, develop team capabilities and support team culture. conduct complex procurement activities with a focus on ICT and use significant judgement to support compliance, technical advisory services, planning, approaching the market, evaluation and contract negotiations with internal and external stakeholders. provide expert, practical and timely procurement and contract management advice to project and operational managers. develop and manage stakeholder relationships and maintaining key relationships to enhance business outcomes. ensuring high levels of compliance with legislative, financial and administrative frameworks, in particular the Commonwealth Procurement Rules and Public Governance, Performance and Accountability Act 2013. support reporting requirements, such as Senate Orders, Budget Estimates, Indigenous Procurement Policy by collating the data from relevant stakeholders to support compliance with reporting obligations. consider and effectively manage competing priorities and strategic directions in line with organisational goals and objectives. supervise and manage staff and provide expert advice and assistance to team members to ensure that procurement and commercial policies and procedures are designed and applied to achieve the best possible organisational outcomes. support your line manager and the Executive with organisational wide priorities that relates to procurement. To be successful in the role you will: Deliver procurement outcomes: Apply expertise in complex procurement activities with a focus on ICT procurements, to deliver efficient and compliant outcomes in line with CPRs, Connected Policies and PGPA Act requirements. Achieve results under pressure: Show initiative and leadership in managing multiple procurement activities within tight timeframes, ensuring high-quality outcomes. Communicate effectively: Produce clear written and verbal communications, including procurement documentation, briefings, and reports, tailored to diverse audiences such as your broader team and section, senior leaders, stakeholders, and vendors. Collaborate with stakeholders: Build and maintain effective relationships with internal (e.g. SESs, ELs, finance teams) and external stakeholders (e.g. vendors), valuing diverse perspectives and fostering strong partnerships. Demonstrate a growth mindset: Share knowledge, mentor junior staff, undertake training opportunities as both presenter and attendee, and contribute to service improvement initiatives, with a willingness to learn and adapt in a dynamic environment. Think strategically: Analyse complex information to make sound procurement decisions while exercising good judgment and mitigating risks. Required skills, knowledge, experience and/or qualifications 7 years Commonwealth government procurement experience. Certificate IV in Government (Procurement and Contracting) is welcomed but not essential. Experience with ICT procurement processes (ie DTA re hardware, software, cloud, or services) is preferred.
