Develop and oversee frameworks, processes, artefacts, and procedures for monitoring, evaluating, analysing, and reporting on reform progress and outcomes. Ensure compliance with governance frameworks, policies, and procedures across all reform activities. Provide strategic and operational advice regarding the design and implementation of data and research based activities to ensure robust methods are established and employed across reform projects. Develop and execute effective research translation activities ensuring that key insights and learnings are well communicated for reporting and engagement activities. Strategic Thinking and Program Design Lead the strategic design and implementation of complex reform programs, ensuring alignment with government priorities and organisational objectives. Adopt a system-wide lens to reform implementation planning, considering interdependencies and long-term impacts. Gather insights and embrace new ideas and innovation to inform future reform efforts. Contribute to the development of Program Logics with the view of translating them to research and evaluation activities. Stakeholder Engagement and Collaboration Engage collaboratively with stakeholders across government and the non government sector to address roadblocks, break down siloes, and drive system-wide reform. Build and maintain strong relationships with key stakeholders to foster trust, collaboration, and shared ownership of reform outcomes. Represent the organisation in high-level forums, working groups, and consultations to advocate for reform objectives. Provide expert consultation on research and evaluation methods with the view of supporting whole of department, and whole of sector reform efforts. Solutions-Focused Leadership Translate conceptual ideas into tangible actions, fostering a solutions-focused mindset within the team and across stakeholders. Provide expert advice and guidance to stakeholders and team members on complex reform issues. Drive a culture of innovation, continuous improvement, and accountability within the team.
