The OpportunityThe Queensland Racing Appeals Panel (the Panel) is an independent statutory authority which is administratively supported by the Department of Primary Industries (DPI). The Registrar and Deputy Registrar are employees of DPI who are responsible for supporting the operations of the Panel while ensuring independence is maintained. The Racing Integrity Act 2016 establishes the Panel as the independent entity to hear and determine applications for review of racing decisions by Queensland Racing Integrity Commission (QRIC) Stewards. Further applications for review canbe made in limited circumstances to Queensland Civil and Administrative Tribunal (QCAT). The Panel: - replaces the previous internal and external review processes for decisions made by racing stewards under the Rules of Racing; - ensures reviews are finalised within statutory timeframes; and - reduces serious welfare, human safety or integrity risks from being stayed pending hearing of an appeal by the QCAT. About the roleAs our Deputy Registrar you will: - Manage the day-to-day operations of a complex, stand-alone appeals function with responsibility to ensure efficient, effective and quality service delivery to industry participants and Panel Members - Oversee administrative procedures and activities to support appeals management, including maintaining records, managing payments for panel renumeration and ensuring portal and back-end systems function as required - Manage arrangements enabling the Panel to review applications within statutory timeframes, including scheduling hearings, coordinating document distribution to all parties, arranging travel for panel members or organising any other logistics required by the Panel - Support the Panel in hearings with registry services including transcription, admission of evidence, swearing in of witnesses and coordinating virtual attendance - Contribute to and prepare reports, information and recommendations to support the Registrar and enable the Chairperson, Deputy Chairpersons and Panel Members to perform their statutory roles in accordance with legislation - Perform other duties required to meet demand as requested by the registrar - Engage with a wide variety of stakeholders including industry bodies and representatives, government, applicants, witnesses, and members of the community as part of managing day to day operations of the Panel. - Represent the Racing Appeals Panel at forums, workshops and meetings as required.
