About the Opportunity Our client is a major participant in Australia’s National Electricity Market (NEM) with substantial generation, trading, and retail operations. They seek an experienced Wholesale Energy Regulatory Manager to lead regulatory strategy and engagement across wholesale energy markets. This is a high-impact leadership role responsible for shaping regulatory positions, guiding advocacy efforts, and managing stakeholder engagement on wholesale market rules, regulations, and policy. You will directly influence regulatory outcomes that affect billions of dollars in trading and generation operations. Key Responsibilities Regulatory Strategy & Leadership Develop and execute regulatory strategy across NEM markets, AEMO rule changes, and market reform processes. Define and communicate positions on market design, dispatch, settlement, and operational rules. Lead responses to major reforms including capacity mechanisms, resource adequacy, and system planning. Advise senior leadership and trading teams on regulatory developments, risks, and opportunities. Monitor and assess regulatory changes, ensuring alignment between commercial objectives and regulatory credibility. Regulatory Advocacy & Submissions Lead preparation of submissions to AEMC, AEMO, ESB, and government consultations. Develop persuasive, evidence-based submissions that advance organisational and market-wide outcomes. Represent the organisation in forums, hearings, and working groups, engaging constructively with regulators and policymakers. Coordinate cross-functional input from trading, generation, commercial, and legal teams. Build coalitions with industry peers and associations to strengthen advocacy positions. Market Rules & Operations Maintain deep expertise in NEM rules, AEMO procedures, and dispatch and settlement processes. Assess the impact of rule changes on trading strategies, bidding, and generation operations. Provide authoritative guidance on compliance and regulatory obligations. Identify opportunities within market frameworks to enhance commercial performance. Energy Market Reform & Policy Engage on reforms including capacity mechanisms, transmission access, and resource adequacy frameworks. Analyse policy and regulatory impacts on trading, generation, and investment portfolios. Provide insights on renewable integration, storage participation, and emissions reduction schemes. Contribute to policy development through submissions, ESB consultations, and industry collaboration. Stakeholder Engagement & Industry Leadership Represent the organisation in industry forums, AEMO committees, and AEC working groups. Engage with regulators, market participants, and government representatives on key regulatory issues. Present regulatory insights to executives and operational teams, translating complexity into clear strategic advice. Build external credibility as a thought leader on wholesale market regulation and reform. Commercial & Operational Partnership Partner with trading teams to assess and mitigate regulatory risk. Support generation operations on dispatch, bidding, and compliance obligations. Provide regulatory input into commercial contracts, investments, and M&A activities. Contribute to strategic planning and portfolio development with market and policy insight. About You Education & Qualifications Degree in Economics, Law, Engineering, Commerce, or related discipline. Postgraduate qualifications in energy or regulatory economics highly regarded. Experience & Expertise 8–10 years in energy regulation, regulatory economics, or wholesale market operations. Deep understanding of NEM market design, AEMO processes, and the National Electricity Rules. Proven experience preparing regulatory submissions and engaging with AEMC, AEMO, and government stakeholders. Experience within a generator, trader, or wholesale market participant. Involvement in capacity mechanism design, transmission access reform, or major market reforms. Active participation in AEMO stakeholder committees or industry working groups. Strong knowledge of regulatory policy frameworks and energy law. Demonstrated understanding of how regulatory settings impact trading, generation, and market participation.
