About the opportunity The Information Technology Branch (ITB) Business Manager reports to the Chief Information Officer (CIO) and forms a key part of CASA's ICT environment, conducting the oversight and delivery of financial management, procurement and governance reporting for the Branch. The role is key to ensuring timely project, financial, governance and compliance reporting. The role is responsible for the development and maintenance of ITB annual operational budgets and project budgets funded through the Capital Management Plan. It performs an essential communication role with all ITB Section Managers on activities and priorities external to ITB. The role is also responsible for the program oversight and coordination of ITB related capital projects ensuring that all elements are working effectively across the Branch to deliver outcomes. This includes reporting to relevant governance committees and stakeholders. The role will work collaboratively with all other ITB sections and is responsible for the following deliverables: Developing the IT Branch operational and project budgets. Maintaining a single view of ICT program and projects budgets, risks and issues. Managing the procurement of contractors, consultants, project teams ensuring the quality and timeliness of procurements. Oversighting the program/project lifecycle of ITB related projects including development of project bids, business cases, project to project closure. Leading the implementation and management of portfolio, program and project governance frameworks to ensure timely transparency to all stakeholders. Maintaining ICT and organisation wide project reporting with a focus on value added advice and early identification and resolution of risks and issues. Managing the flow of operational and strategic reporting to relevant governance committees and stakeholders. Managing the performance of section staff to ensure timely delivery of agreed targets that align with section, branch and corporate objectives. Developing and communicating plans to remedy any delivery issues with projects or approved work streams. Demonstrated financial management, procurement, strategic planning and risk management experience. Demonstrated high level of stakeholder management skills, including excellent negotiation skills and demonstrated ability to establish and influence productive working relationships with business stakeholders. Highly developed written and oral communication skills, including demonstrated ability writing executive level reports. Demonstrated experience working in contemporary ICT environments and a proven skillset establishing and maintaining standard practices, processes, and templates for managing programs and projects consistently and efficiently to reduce risk and costs. Experience in a similar role with demonstrated success. Experience in the development of and/or participation in the execution of an IT strategic plan. Proven experience in the creation of business cases with the ability to present them to senior stakeholders. Demonstrated experience in providing governance and oversight of large-scale ICT programs and projects.
