About the Opportunity The Head of the Enterprise Portfolio Management Office (EPMO) leads a lean, high-performing team that drives enterprise-wide project governance, delivery oversight, and portfolio performance across VicRoads. As the organisation matures its project capabilities, this role is pivotal in enhancing the EPMO’s credibility and impact by strengthening governance, refining reporting, and improving delivery transparency. It demands strong executive presence, strategic stakeholder engagement—including with the Department of Transport and Planning—and a commitment to building team capability and a trusted, high-value function. Enterprise Governance and Delivery Oversight, lead the operation and evolution of enterprise-level project governance forums and frameworks, ensuring delivery disciplines are applied in a fit-for-purpose way that balances oversight with momentum. Provide clear, timely reporting on delivery performance, risks, and benefits across portfolios, while overseeing interdependencies and cross-program risks to enable proactive issue management and enterprise visibility. Portfolio Support and Performance Monitoring, monitor portfolio health and performance, providing key indicators to support investment and delivery decisions. Develop and lead the Project Coordinator practice, ensuring a consistent and value-adding service across the organisation. Oversee Technology operating expenditure across the portfolio, ensuring transparency and alignment with strategic plans, while partnering with Finance and Technology to clearly link spend, outcomes, and benefits for executive stakeholders . Stakeholder Engagement and Influence, build trusted relationships with senior leaders across Commercial, Operational, and Technology portfolios. Represent the EPMO in executive forums with credibility and clarity, offering insight and challenge to support better decisions. Maintain high-trust relationships with external agencies, including the Department of Transport and Planning, to support strategic joint initiatives. Uplift the visibility, reputation, and influence of the EPMO across VicRoads and its partners. Lean Operations and Resource Optimization, lead the EPMO as a lean, focused function with disciplined execution and clear prioritisation. Monitor team capacity and utilisation to ensure alignment with high-value outcomes, and continuously refine the operating model to remain responsive, efficient, and scalable. Continuous Improvement and Functional Uplift, drive continuous improvement in governance, reporting, and delivery oversight. Lead initiatives that enhance the EPMO’s service experience, maturity, and enterprise value, and translate lessons learned into process refinements and uplift opportunities. Leadership and Team Culture, lead, coach, and support a high-performing team grounded in accountability, curiosity, and collaboration. Foster a culture of psychological safety, inclusion, and pride in the EPMO’s contribution, while championing development, feedback, recognition, and career progression. Project Management Tool Ownership, own and administer the enterprise project management platform supporting cross-functional reporting, portfolio oversight, and delivery transparency. Ensure the system evolves with enterprise needs, maintaining high-quality data, user experience, and reporting. Lead continuous improvement initiatives in collaboration with delivery and technology teams. About you You are a highly experienced project and portfolio management professional with over a decade of expertise in delivering strategic initiatives and leading PMO functions. With more than five years at a senior level, you’ve successfully managed multifaceted, multi-year programs exceeding $50 million, demonstrating your ability to oversee complex portfolios with multiple concurrent streams. Your leadership style is grounded in integrity and ethical decision-making. You actively foster a culture of ethical behaviour and accountability, ensuring fraud and corruption risks are effectively managed within your teams. You take ownership of implementing the Fraud and Corruption Control Framework and integrity framework, and are committed to creating a transparent and responsible work environment. You bring deep knowledge of PMO methodologies and delivery frameworks, including agile, waterfall, and hybrid approaches such as SAFe and Prince2. Certified in PMO Management or Project Portfolio Management, you’ve led teams of 4–6 PMO professionals and built strong stakeholder relationships across all levels of the organisation. Technically, you're proficient with Microsoft Office and have experience using PPM tools such as Jira, Confluence, and Workday. Your strategic planning skills, customer focus, and ability to uplift PMO processes make you a trusted leader in driving organisational change and delivering value.
