Job Description Your New Role Reporting to the Group Head of Precincts, you will play a key role in leading the establishment and long-term delivery of major, multi-decade precinct developments that will provide greenfield housing and employment opportunities aligned with Victorian Government housing and economic policy objectives. The position presents a unique opportunity to shape the strategic direction of a large-scale, mixed-use precinct—supporting a diverse mix of housing typologies and employment uses to deliver long-term public value and sustainable urban outcomes. Core Accountabilities Shape and lead the strategic vision for a major, multi-decade, precinct-scale mixed-use project aligned with Victorian Government priorities. Build and lead a high-performing, multidisciplinary team to deliver complex project outcomes across multiple workstreams. Provide high-level strategic, commercial, and policy advice to executive leadership and government stakeholders. Represent Development Victoria publicly as a leader in innovation, sustainability, and precinct-scale development, reinforcing its role as government’s developer of choice. Support the planning, management, and delivery of the project’s financial targets to contribute to the organisation’s financial performance. Establish and lead the planning, design, and staged delivery of a complex mixed-use precinct from the ground up, ensuring alignment with government economic and housing policy objectives. Drive the advancement of delivery frameworks that integrate housing, employment, infrastructure, and placemaking outcomes at scale. Confidently navigate competing interests across stakeholders and lead the negotiation of complex outcomes involving divergent views and priorities. Ensure effective and proactive engagement with the community and stakeholders, working with Corporate Communications to develop tailored communication and engagement strategies for each project phase. Desired Skills and Experience About You Proven experience leading large-scale, complex greenfield housing and mixed-use developments from inception through to delivery, including resolution of precinct-scale infrastructure challenges to unlock development land. Demonstrated success in delivering diverse housing and employment typologies, including land development, townhouse and house construction, and medium-density residential and commercial outcomes. Strong experience in the design and delivery of large-scale infrastructure and civil works programs within a development context. Skilled at operating within complex construction and property markets, with a track record of achieving commercially viable outcomes in line with public value objectives. Deep understanding of the Victorian policy environment, including planning systems, economic policy levers, and key government frameworks such as the Housing Statement. Demonstrated ability to lead large, multidisciplinary teams and foster a high-performance, collaborative team culture. Extensive experience building and maintaining complex stakeholder relationships across all levels of government, including senior executives, ministers, local councils, Traditional Owners, and private sector partners. Experience engaging with peak bodies and maintaining influential networks across industry, government, and community sectors, with advanced negotiation, influencing, and consultation capabilities.
