Build monitoring and evaluation skills and capabilities with internal and external stakeholders Ongoing, full-time opportunity to work with a high-performing and passionate team in the Victorian Public Service VPS 5: $116,413 - $140,849 plus superannuation The Department of Justice and Community Safety (the department) is seeking aSenior Evaluation Officer, Aboriginal Evaluation and Research within our Koori Justice Unit. This is a prioritised role for Aboriginal and/or Torres Strait Islander peoples, who will be given priority consideration as per the special measures provision of the Equal Opportunity Act 2010. About the Business Unit The Aboriginal Justice Group is committed to driving systemic change in the justice system, to deliver better outcomes for Aboriginal Victorians. The group works in close partnership with Victorian Aboriginal communities and is guided by principles of Aboriginal self-determination. The Koori Justice Unit (KJU) is a unit within the Aboriginal Justice Group of the Department and is responsible for the stewardship, coordination, and implementation of Burra Lotjpa Dunguludja Victorian Aboriginal Justice Agreement Phase 4 (AJA4), a formal partnership with Aboriginal communities to reduce Aboriginal over-representation and improve justice outcomes. KJU also provides coordination and support to the Aboriginal Justice Forum (AJF) and its associated partnership mechanisms, to deliver on the goals of the AJA. It is responsible for leading effective engagement with the department's key Aboriginal partnership, the Aboriginal Justice Caucus, and other Aboriginal stakeholders. The Victorian Government is committed to the next iteration of the AJA being the fifth phase. AJA5 will build on the legacy of AJA4 and continue the long-term partnership between the Aboriginal community and Victorian Government to improve justice outcomes for Aboriginal people. The AJA5 is currently in development in partnership with the Victorian Aboriginal community and informed by other key inquiries. About the role: The Evaluation and Research team provides support to AJA related evaluation work, including development of the AJA Monitoring, Evaluation and Learning Framework, supporting its implementation across AJA partner agencies, end-to-end evaluations of policies and programs, establishing foundational evaluation and monitoring tools, designing and delivering large-scale surveys, coordinating ethical research requirements for internal and external researchers, and a range of other related work. The Senior Evaluation Officer leads evaluations and contributes to key components of a diverse range of monitoring and evaluation projects, applying their specialist evaluation skills and knowledge to deliver high quality evaluation outputs aligned with best practice principles. The Senior Evaluation Officer works on complex multi method evaluations, navigating diverse data systems and translating evaluation findings for government and Aboriginal community audiences. Travel to other locations within Victoria for the purposes of conducting evaluation activities may be required. Some of your responsibilities will include: In consultation with the Manager, Aboriginal Evaluation and Research, manage key components of complex evaluation projects, applying specialist knowledge of culturally safe and informed evaluation methodologies, appropriate and respectful engagement with Aboriginal communities and skills to deliver high quality outputs. Develop high quality written outputs such as evaluation frameworks and reports suitable for a range of audiences. Navigate complex data sets, establish new culturally appropriate data collection tools and confidently manage the analysis and triangulation of quantitative and qualitative data to inform robust findings. About you To be successful in this role, you will have: Demonstrated knowledge and understanding of the Aboriginal community, both society and culture and the issues impacting on it and how these inform ethical and appropriate evaluation and research. Ability to communicate sensitively and effectively with members of the Victorian Aboriginal community. Experience in the design and delivery of complex evaluations and reviews, development of quantitative and qualitative data collection tools that are culturally safe, evaluation frameworks, reports, and ethics applications. Ability to systematically analyse, triangulate and translate research and evaluation data into meaningful findings to inform policy and program design. Knowledge of the criminal justice system and contemporary research in crime and justice is desirable.
