The Role The Manager, Aviation Policy Unit will lead a team to develop and implement a range of policy initiatives. This work will support CASA in National Operations and Standards in the development of standards and regulatory guidance material, as well as the provision of policy advice and the development of policy capability within CASA. A key objective of the Aviation Policy Unit is to apply a strategic approach to issues, to ensure that policies deliver positive outcomes for the whole of CASA and for CASA stakeholders. The Manager, Aviation Policy Unit will be responsible for the following: Leading a team with diverse skill sets, ensuring integration of skills to deliver policy outcomes and be accountable for developing, coaching and mentoring employees, performance management, conflict resolution, and identification of training needs. Maintaining effective working relationships and influencing a wide range of internal and external stakeholders, especially CASA branches with policy functions and technical subject matter experts to achieve whole of CASA outcomes and results. Reviewing complex to highly complex policy matters, consulting and developing solutions in collaboration with appropriate stakeholders and delivering advice and responses to enquiries, reports and correspondence that support or drive CASA’s regulatory position. Apply work knowledge, precedent and established CASA or other relevant government legislation, policy, procedures and guidelines to situations involving a high level of complexity and sensitivity which require considerable interpretation and analysis. Provide support on regulatory, strategic and governance-related issues relevant to CASA’s functions, including preparation and coordination of complex correspondence, Executive briefing documents, meetings and forums, reports and options papers. Provide leadership in implementing and promoting continuous improvement and identifying, evaluating and managing risk in the delivery of CASA policy outcomes. Promoting workplace safety, equity and diversity and participative management and environmental management practices in the workplace and acting in accordance with CASA values and behaviours. Work sensitively, respectfully and equitably with Australian First Nations peoples to achieve shared outcomes. The Manager, Aviation Policy Unit role will be required to work with a significant degree of independence and initiative. They will be responsible for coordinating and assuming responsibility for very complex or sensitive programs/projects and facilitating and dealing with issues that have strategic, political or operational significance for CASA. This role will involve mentoring technical officers and/or direct supervision of staff, as well as regular engagement with the CASA Executive. Ideal Candidate Our ideal candidate must have demonstrated experience in the following: Tertiary qualifications in a field contributing to the development of analytical skills (public policy, humanities, law) and/or experience working in a policy environment. Capability to undertake all aspects of the policy process, including the following: Demonstrated experience in identifying and analysing complex problems. Demonstrated experience in objectively evaluating existing policy and legislation. Demonstrated experience researching, developing and assessing available policy options. Demonstrated experience in implementing and communicating selected policy options. Highly developed written and verbal communications skills. Sound understanding of the machinery of government, the policy process and key legislation underpinning the operations of the Agency. Demonstrated understanding of the civil aviation regulatory framework, or the ability to rapidly acquire such understanding. Demonstrated understanding of the diversity of Aboriginal and Torres Strait Islander peoples, their cultures, and their issues and to be able to communicate respectfully with them. Understanding of CASA’s regulatory philosophy and the Australian community context of civil aviation regulatory policy work, or the ability to rapidly acquire such understanding. Eligibility requirements Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988 (the Act) and the CASA Enterprise Agreement. About Our Division National Operations and Standards Division is responsible for the development and maintenance of the civil aviation safety regulatory scheme, associated guidance and supporting materials. This includes the consideration of policy initiatives and engaging with stakeholders on international standards and recommended practices and their associated documents. The range of responsibilities includes personnel licensing, flight operations, airworthiness, air navigation, airspace, aerodromes, and remotely piloted aircraft systems. The Division is also responsible for provision of regulatory services and surveillance, including aircraft certification and production, simulator certification, air navigation services and airspace.
