About the Division and Branch The Assurance, Knowledge, and Executive Services Division (AKESD) has three branches (Assurance; Executive and Ministerial Services; Knowledge, Privacy and Records) within the division and is responsible for the following functions: Internal audit planning and delivery, the school audit program, follow-up of audit actions implementation, supporting the Victorian Auditor-General's Office (VAGO) performance audits and secretariat services to the Audit and Risk Committee (ARC) Cabinet and Parliament support, including board appointments Freedom of Information Briefings and correspondence support Departmental Liaison Unit Privacy advice and support Records and digital content management SharePoint and copyright advice and support Public Accounts and Estimates Committee (PAEC) co-ordination and support Mail services. The role of Internal Audit Manager will be part of the Assurance branch that is responsible for: internal audit planning and delivery (including for government schools and the Early Learning and Childcare Centres) following up and reporting on the implementation of audit actions improving the use of data management and analytics for audit and assurance activities, audit improvement initiatives providing secretariat support for the Audit and Risk Committee (ARC) coordinating VAGO performance audit. About the Role The primary purpose of the role is to oversee and manage internal audits, including developing and/or driving Internal Audit Value Proposition and other internal audit improvement strategies. Responsibilities for the role include: leading the planning and delivery of the Early Learning Victoria Assurance Program overseeing and managing internal audits, either as part of the Internal Audit Plan or in response to ad hoc requests overseeing, managing, and developing a team of internal auditors and other staff managing the relationship with the co-sourced internal audit service provider and ad-hoc service providers building strong relationships with business areas and being a trusted strategic advisor overseeing and managing the follow-up and reporting on the implementation of audit actions to ARC, the Executive Board and other executives developing and implementing capability building approaches for the Audit function collaboration with the Risk and Decision Unit to drive a risk-based approach to internal audits The role works closely and collaboratively with a wide range of stakeholders across business areas and key statutory authorities such as managers, departmental business areas responsible for financial and operational activities, other auditors and VAGO performance auditors This role may also be required to undertake other tasks such as maintenance of audit tools and assisting with the Division's activities as required. Desirable Qualifications and Experience The candidate is expected to: Understand and implement a risk-based approach to planning, fieldwork, reporting and follow up Ensure that the scope of work is appropriate to be cost effective and meet objectives Manage the planning, conducting and reporting of performance audits Apply understanding of economics, organisational behaviour, and financial and accounting standards to the audits Able to present audit actions that deal with root cause of issues and impact on the department Experience providing audit reporting to steering committees and audit risk committees on findings and management actions Have the ability to ask insightful questions to extract valuable information from data Have audit/consulting that supports continuous improvement. Mandatory Qualifications Essential : Bachelor's degree in related discipline.
