About the opportunity The Senior Compliance Officer (Incident Response) reports to the Infrastructure Compliance Manager and works collaboratively across the Infrastructure Inspections department. Its purpose is to facilitate enquiries into energy safety incidents, undertake inspections of energy infrastructure, and to take enforcement action where required. The role will work closely with the Investigations team to identify where reported incidents meet the criteria to launch formal investigations or where other enforcement actions should occur. These decisions will be based on the principles of the Energy Safe Compliance and Enforcement policy. The role is responsible for reviewing and reporting on energy safety incidents and developing ways to support compliance with the Energy Safe Incident Response Management procedure. This will include arranging inspections of energy assets and work practices to confirm whether breaches of energy safety legislation or operating procedures have occurred. The role requires the capacity to understand the methods and work practices used by the regulated entities to ensure they are meeting their regulatory obligations, particularly in situations that have resulted in energy safety incidents. This will be achieved through implementing thorough incident review, enquiry, inspection and assessments practices. Key Accountabilities Respond to and review energy safety incidents, collect data and evidence and record information into Energy Safe's systems and to identify appropriate enforcement action. Work with Energy Safe teams to ensure effective and efficient incident response that is consistent with Incident Response Management procedure. Provide mentoring and guidance to Compliance Officers through sharing knowledge and expertise to develop Energy Safe's incident response management capability. Provide and coordinate the availability of subject matter expertise to support formal Energy Safe investigations and enforcement action to hold regulated entities to account. Exercise appropriate use of powers to aid enforcement action and act to prevent or mitigate unsafe situations created when regulated entities have failed to comply with their legislative duties and obligations. Monitor progress of corrective actions following enforcement action and to mitigate potential or future energy safety risks. Present evidence and information to initiate, support or escalate enforcement action, including assisting investigations and attending court as an informant where required. Advise regulated entities on safety matters in the practical application of legislation, regulations, codes of practice, standards, management plans and compliance programs. Develop and manage effective relationships with government agencies, peak bodies, industry stakeholders and other regulators. Contribute to the development and improvement of legislation, regulations, standards, codes, and practices. Participate in the Energy Safe availability roster and carry out availability duties as required. Other duties as required. Key Selection Criteria Significant experience in the energy supply industry will be needed to succeed in this role. Training in at least one of the following areas is highly desirable: Certificate IV in Government Investigation; or, Certificate III in Electrical Supply Industry - Distribution Overhead; or, Certificate II in Electrical Supply Industry - Powerline Vegetation Control Other essential knowledge, skills and experience required to meet the objectives of this role include: Understanding incident response management and enquiry principles in a regulatory context Sound knowledge of relevant Acts, Regulations and Codes, Standards, safety management plans and compliance programs, with an ability to interpret and apply where applicable. High level communication, advocacy and dispute resolution skills that fosters effective relationships. Ability to prepare reports and present to a diverse range of stakeholders or act as subject matter expert. Ability to analyse and problem-solve issues. Excellent organisational and planning skills Computer literacy including Word, Excel, Outlook, and PowerPoint.
