About the role Council is in an early stage of its data governance journey. An enterprise Data Governance Framework has been approved. In this role, you will lead the execution of our data governance program, translating approved governance intent into practical, embedded ways of working across the organisation to enhance data quality, security, and usability. The role operates within a federated data governance model and works closely with senior leaders, Data Custodians, Data Stewards, and data platform teams. Success in this role relies on strong judgement, autonomy, and the ability to influence outcomes in complex environments without direct authority. This is not a data analytics, reporting, or business analysis role. The role does not own technical delivery or platform engineering. The focus of the role is governance implementation, enablement, and influence. Key responsibilities The Senior Data Governance Officer is accountable for implementing Council’s approved Data Governance Framework, including: Establishing and operationalising a federated data governance model, with clear roles, decision rights, and accountabilities. Implementing and embedding the approved stakeholder engagement and escalation model defined in the Data Governance Framework. Leading the onboarding, enablement, and ongoing support of Data Custodians and Data Stewards. Overseeing and driving data governance initiatives to maximise data value and minimise risk. Developing and implementing data governance artefacts, including standards, procedures, and supporting materials aligned to the framework. Working closely with data and platform teams to translate governance requirements into practical platform configuration and controls (e.g. within Council’s Microsoft data environment, including Purview). Providing day-to-day guidance and support to junior team members to ensure consistent application of governance practices. Qualifications and skills Essential You’ll demonstrate deep understanding of data governance frameworks, metadata management, data quality and data lifecycle principles. Strong communication skills are critical to success in this role. You will be required to: Engage credibly with senior leaders and executives. Influence decisions and outcomes without relying on positional authority. Communicate governance requirements in clear, practical, and business-relevant terms. You will have demonstrated experience in implementing data governance arrangements within complex organisations, including: Federated governance models Role-based accountability frameworks (e.g. custodians, stewards, owners) Development and implementation of governance standards, processes, and operating models Working in environments where governance maturity is still evolving You’ll have knowledge of data privacy, security and compliance regulations. Desirable Experience in government or regulated environments is desirable. Formal qualifications in data management or data governance such as DAMA-DMBOK CDMP (Certified Data Management Professional), or related fields are valued; however, practical implementation experience and the ability to influence senior stakeholders are essential. Experience working in Microsoft-based data environments (e.g., Microsoft Purview) and AI governance is desirable but not essential. What success looks like Success in this role would typically include: The Data Governance Framework is operational and embedded, not just endorsed Data Custodians and Data Stewards are onboarded and operating effectively Core governance standards and procedures are in place and being applied Governance requirements are influencing platform configuration and delivery decisions Senior leaders are engaging in governance discussions Why this role matters This role provides a genuine opportunity to shape how data governance functions in practice across Council.
