The key duties of the position include The Role Guided Weapons and Explosive Ordnance Group (GWEO) is looking for exceptional EL 1 Procurement and Contracting Managers to join a dynamic delivery focused environment. As an EL 1 Procurement and Contracting Manager working in GWEO in the Department of Defence, you will be leading the delivery of some of the most exciting and complex guided weapons and explosive ordnance products used by the Australian Defence Force. You will be part of a high performing team directly accountable for the delivery of priority capabilities for GWEO. Under the broad direction of an executive leader you will be responsible for undertaking procurement and contract management activities in a complex Defence environment to ensure that contract requirements are met and Commonwealth legislative and policy requirements complied with. You will be required to: Lead procurement planning, tendering and contract formation and contract management activities, ensuring compliance with legislation, procurement policies, processes and procedures; Engage and negotiate with clients and stakeholders and respond to complex enquiries, and procurement and contract management issues, taking the initiative to identify alternative courses of action where necessary; Develop and provide detailed contract management technical, professional and policy advice in relation to complex acquisition and sustainment activities; Lead strategic planning, program and project management and policy development; and Perform daily contract management activities including, but not limited to: Monitor contract performance and providing written and verbal assessments against strategic performance measures to ensure the contracted obligations are met. Review deliverables against contracted requirements and, where required, providing feedback to the Contractor. Coordinate and participate in formal contract governance forums including the Facilities, Property and Contract Working Group, Contract Management Board and Contract Steering Committee. Manage and negotiate of Contract Change Proposals, including the preparation and progression of associated Delegate approval documents. Coordinate the review and assessment of additional work proposals submitted via Business Cases or Survey and Quote tasking. Prepare contract correspondence on behalf of the Commonwealth Representative. This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Collective Agreement (DECA), for positions in occupational disciplines/classifications that are critical to Defence capability. You may have qualifications in and/or experience working in similar roles and/or fields such as tendering, developing proposals, managing contracts, administering financial accounts or project management. Our ideal candidate will have: Demonstrated experience in managing complex contract arrangement and administration including developing contract documentation, conducting contract negotiations and developing and reporting on contract performance indicators; Strong commercial acumen with demonstrated working knowledge of Commonwealth procurement legislation and polices; Demonstrated ability to interpret strategic direction and govern, manage, report and deliver results on a program of Commercial activity requiring outcomes across a worldwide supplier base; Strong interpersonal and relationship management skills to engage with a wide range of stakeholders, including contractors, in a proactive and collaborative manner; Demonstrated ability to show sound judgement and strong attention to detail when reviewing contract deliverables and new work proposals; Excellent written and verbal communication skills, confident when negotiating and engaging with stakeholders, and the ability to effectively manage competing priorities; Demonstrated ability to show initiative, take ownership and solve complex problems; and Ability to lead a high performing team to deliver results on schedule, while developing the skills of your staff to uplift commercial acumen across the program of work.
