About the Branch The Corporate Branch is responsible for delivering enabling services that support the effective and efficient operation of the agency and facilitates the agency's compliance with legislation, policies and guidelines as a non-corporate Commonwealth entity. The Branch supports efficient resource management and corporate accountability through functions such as financial management, performance reporting, parliamentary services, procurement, facilities management and human resource management. The branch also complements the scheme-focus of other agency divisions by facilitating strategic communications and client engagement through the agency's website and contact centre. About the Section The Finance Section is led by the Chief Financial Officer, who reports directly to the Chief Operations Officer, Corporate Branch. The section partners with the business to manage internal and external budgetary requirements, deliver flexible, agile and relevant financial information and advice to stakeholders, and provides products and services including budget management, external budgeting, financial statements, external reporting, monthly reporting, accounts processing, treasury and procurement advice. The priorities of the section actively support the areas of focus in the Corporate Branch plan to deliver: Improved service delivery, Enhance agency capability through improved internal client experience, and Championing good administrative practice. The key duties of the position include As a key member of the finance business partner team, you will work collaboratively to ensure that the following key responsibilities are completed: Increase financial engagement in the agency by providing support and training to managers and relevant stakeholders on budget and forecast management. Provide support to one or more divisions of the agency including review and analysis of actuals and forecast against budgets. Provide timely and accurate variance analysis to the CFO, Deputy CFO and business on a monthly basis. Support the CFO and Deputy CFO in developing systems, procedures and reporting that support financial management in the CER. Under supervision, prepare and co-ordinate annual external budget requirements including Portfolio Budget Statements, responses to Estimate Memorandum and preparation of New Policy Proposals. Support the preparation and maintenance of the agency master budget, including annual internal budget and mid-year review process. Other tasks as required to support the finance team. Knowledge, Skills and Attributes Prior experience in a Business Partner role in the public or private sector. Tertiary qualifications, or currently undertaking studies in Accounting, Finance or equivalent academic specialisation is desirable. Prior TechOne / Ci Anywhere experience is preferable but not essential. The position requires a strong stakeholder focus, sound communication abilities and interpersonal skills, supported by a thorough working knowledge of government financial accounting, management accounting and procurement processes.
