This position resides in the Data Program, within the Data and Digital Group (DDG) and is part of the Data Management Team. The Flood Data Management (FDM) sub-team plays a key role in the quality management of the Bureau's flood data, in support of critical flood warning services and network management. In particular, the FDM will provide: • Oversight and provision of fit-for-purpose data to flood forecasting systems, irrespective of the source location, ownership, telemetry type or ingestion method. • Owner of Flood Data Operating Level Agreement with CSG, OSO, FWIN. • Delegate for Business owner of the Australian River and Rainfall Observations (ARRO) system. • Liaison with Third party data providers for Flood data (Category 11 - Water information for flood warning purposes, under the Water Act/Regulations). • Internal communication of flood data issues to impacted Teams. • Coordination and oversight of the Bureau's flood station onboarding process. • Ability to support CSG Operations out of hours during flood events and in time, during major IT outages (P1/ P2 events). The FDM will work closely with teams from Community Services Group (CSG), Observing Systems and Operations (OSO), Flood Warning Infrastructure Network (FWIN), Business Solutions Group (BSG) and DDG to ensure flood data is fit for purpose. The Senior Flood Data Specialist, under the supervision of the Team Lead, will have a unique opportunity to help establish and grow the Bureau's FDM capability. The role will lead on various work packages with a strong focus on continuous improvement of all FDM processes, tools and systems underpinned by a learning and development culture to ensure continued delivery of high-quality flood data for our customers. Work packages may involve station onboarding activities, management of ARRO, managing and troubleshooting FTP flood data received from external providers, routine flood data quality control, supporting CSG's Operations before, during and after flood events and liaising with technical experts from across the Bureau, and partner organisations. During periods of enhanced flood risk and severe weather events, or IT outages that affect flood data systems you will be committed to supporting the Bureau and our customers outside the scope of standard working hours for which over-time and other allowances are payable. The key duties of the position include • Lead and deliver complex work packages for the development, implementation and continuous improvement of flood data management processes, procedures and standards. This includes the ingestion, processing and quality assurance of flood data from diverse internal and external sources. • Provide operational oversight and stewardship of the Australian River and Rainfall Observations (ARRO) system on behalf of Business Owners, ensuring delivery in line with the Operational Level Agreement. This includes monitoring system health, troubleshooting issues, managing stations and metadata, overseeing UDP data feeds, and administering system access. • Oversee day to day station onboarding activities, including the configuration of new stations and sensors within ARRO, ensuring accuracy, compliance and operational readiness. • Lead routine monitoring, validation and quality control of flood data and metadata, applying established systems, reporting tools and quality control methodologies to ensure high quality, fit for purpose data to support flood operations and decision making. • Investigate, resolve and provide authoritative advice on complex data issues, assessing impacts on data quality, system integrity and service availability. This includes managing and troubleshooting the receipt of flood data via FTP and other interfaces from external data providers. • Proactively engage with internal stakeholders and external data providers, communicating flood data issues in accordance with established procedures and providing specialist support to external Enviromon users (until the transition is completed). • Respond to and coordinate complex enquiries regarding flood data or metadata quality and availability, liaising across the Bureau and with partners to support Executive, Ministerial and media briefs, particularly during and following major flood events. • Exercise sound judgement and make evidence-based decisions under pressure, drawing on contemporary science, best practice principles and Bureau operating procedures in high impact operational environments. • Contribute to the Flood Data Support Officer roster, including participation in restricted duties, overtime, weekends and out of hours work as required to support flood events or critical IT outages. • Support and uplift team capability by coaching, mentoring and developing staff, fostering a high performing, resilient and collaborative team culture. • Ensure compliance with organisational policies, industry regulations and quality standards, and support the Team Lead in managing operational risk and planning activities within the broader Data Management sub section. • Demonstrate strong technical expertise, communication and leadership capability, underpinned by personal resilience, decisiveness and advanced problem-solving skills. • Uphold the Bureau's Work Health and Safety obligations, APS Values and Code of Conduct, and actively support the Bureau's commitment to diversity and inclusion.
