About the opportunity As a senior member of the Aviation Technical (AT) workforce, the Certificate Team Manager I (CTM(I)) leads, manages and, in consultation with the National Manager, sets the strategic priorities and direction for their team. The role works under the direction of the National Manager and is responsible for ensuring the work of the team is done in consultation with appropriate stakeholders and across CASA to deliver the work programs in line with CASA's strategic priorities. The Manager Regulatory Services is responsible for the following activities and deliverables, which represent an ongoing body of work: Managing a team or work area with diverse skill sets and tasks, or managing a larger team where skill sets and tasks are related, by providing the team with strategic direction including: building and promoting a positive workplace culture that provides a safe and healthy workplace aligned with CASA's Values, is respectful and free from bullying, harassment and discrimination; and engaging respectfully with colleagues and their team developing, coaching and mentoring employees to ensure they maintain a high level of specialist, professional and/or technical expertise, manage performance and undertake conflict resolution developing work plans, strategies and priorities to manage resources effectively and ensure high quality outputs aligned to CASA priorities, monitoring workflow and performance providing leadership in implementing and promoting a climate of change and continuous improvement. Engaging collaboratively with colleagues and stakeholders (internal and external) to positively drive, manage and coordinate initiatives, activities, and relationships. Providing a strategic level of specialist, professional and technical expertise including preparation of quality briefing materials, reports and recommendations regarding safety standards and procedures contained in the Civil Aviation Act 1988 (the Act), regulations and subordinate legislation, the International Civil Aviation Organization (ICAO), and relevant agreements with other countries. Using professional judgement and experience aligned with CASA's strategic direction, the operational context and a changing environment to influence stakeholders or recommend to delegates appropriate actions on complex to highly complex matters using balanced, evidence-based and defensible information. Applying CASA's risk management framework to decision making and outcomes delivery. Contributing to maintaining a positive health and safety culture at CASA, including psychosocial wellbeing in the workplace and providing input, where appropriate, into decisions that may impact upon personal health, safety and wellbeing in the workplace. Demonstrating awareness of the diverse histories, cultures, and experiences of Aboriginal, Torres Strait Islander and other cultural groups. Communicating with respect and understanding of balancing work, family and community responsibilities. Ensuring team compliance with all organisational requirements including information management, performance agreements (PACS), leave management, flexible working arrangements, timesheets and mandatory training completion ensuring organisational efficiency and risk management. Maintain accurate records, monitor adherence to policies and procedures, and escalate non-compliance issues as required. A proven ability to exercise initiative, analyse, identify and problem solve, sound judgement, and decision making and apply technical knowledge on complex matters, and/or unusual matters where standards, policies and procedures may not always cover the circumstances. Well-developed negotiation, facilitation, influencing and communication skills (written and verbal), to manage disparate views amongst stakeholders, including at a senior level. A demonstrated ability to oversee and actively engage in effective stakeholder management, including with regulated entities, on sensitive issues requiring conflict resolution within constrained time limits. A proven ability to seek out diverse perspectives, knowledge, and experience to identify opportunities and improvements. A demonstrated understanding of the aviation industry, civil aviation legislation, and relevant national and international aviation standards, and an ability to integrate industry awareness into advice that aligns with organisational practices and stakeholder needs. Experience in demonstrating empathy and influence to gain and build trust when collaborating across diverse groups.
