The Department of Justice and Community Safety (Youth Justice) is responsible for the statutory supervision of young people in the criminal justice system in Victoria focussing on prevention, diversion, and early intervention as the most effective and fiscally responsible ways of reducing youth crime. Youth justice custodial centres accommodate young people aged 12-18 years who have been remanded or sentenced by the Criminal Division of the Children's Court, and some 18–21 year olds sentenced by Adult Courts to a youth justice custodial centre. Youth Justice Custodial Services aim to engage young people in change by addressing their offending behaviour and equipping them with the skills required for positive community participation, within a safe and secure environment. Structured Day Program The development of the Structured Day initiative is directly aligned to a recommendation from the Armytage and Ogloff review completed in 2017 that focuses on maximising engagement and consistency across the precincts. The Structured Day is underpinned by the notion that each young person's timetable should reflect their needs identified in their individual case plans. The Movements Manager is integral in leading this initiative, by ensuring the compilation of timetables from all service providers, programs, Parkville College, professional and personal visits aligned to the young people's case plans to address their rehabilitative needs. A structured schedule will allow for more meaningful engagement in programs, classes and activities and provide the young person clear expectations of their behaviour. The Movements Manager is responsible for the management of daily movements across the precinct, including managing and supporting a number of staffing groups. Additionally, this role will take the lead in implementing, evaluating, and managing the structured day program. The opportunity Fixed-Term, full-time position through to the 1st November 2026 based at the Parkville Youth Justice Precinct but working flexibly across other Youth Justice Custodial Precincts (Cherry Creek & Malmsbury), where needed to respond to operational requirements. YJW4 role: $104,545 - $118,631 per year plus super. Develop, assist and lead projects and staffing groups relating to movements and escort officers across the precinct. Provide oversight and lead the implementation of the structured day and all daily movements across the precinct, ensuring maximum fluidity and efficiency is achieved from a dedicated escort team. Provide oversight and lead the implementation of the Structured Day IT Platform. Lead and support individuals in achieving their potential while maximising their contribution to achieve their goals and outcomes Plan and prioritise workload to ensure the effective delivery of high quality, responsive and timely outcomes Providing employees with relevant information and access to safe systems of work. Where relevant, manage and monitor specific improvement objectives in annual improvement plans relating to the area of responsibility Provide oversight and governance of all internal and external activities relating to a young person's Structured Day. Prepare comprehensive written reports, briefings and presentations to inform and influence key stakeholders. Maintain ongoing communication with staff to ensure all visits and appointments are met and appropriately aligned to young people's case plans to ensure delivery of services to young people, in accordance with the structured day and daily movements timetable. Establish positive working relationships to confidently negotiate with a range of internal and external stakeholders and represent Youth Justice at forums, conferences, discussions, and meetings. Keep accurate and complete records of your work activities in accordance with legislative requirements To be successful in this role you will have: Demonstrated experience in the professional supervision and development of a team of staff including the day to day management of work organisation, resources allocation and service delivery. Advanced experience and knowledge of the youth justice environment, including an understanding of issues and complexities of the youth justice system. Demonstrated experience using IT systems for recording and reporting data particularly with MS Excel. A current drivers' licence is required in order to travel to other Youth Justice Custodial sites You will be required to obtain a Working with Children Check, which you will need to maintain for the period of employment.
