Pipeline, Capability and Estate is seeking a suitably qualified applicant for a short-term opportunity as Principal Program Manager, Strategic Asset Management and Infrastructure Planning from 03 March 2026 to19 March 2026, with possibility of extension. In this role you will lead the Project Initiation, Planning and Development Branch (PIPD). PIPD is Infrastructure Canberra’s (iCBR) trusted advisor for infrastructure planning, business case development, coordination and post implementation review. PIPD provides strategic oversight of the iCBR asset portfolio as land and building custodian, and you will also have oversight of $30m capital works program design, governance, reporting and advice on iCBR owned assets. The successful candidate will require strategic leadership capabilities, a proven record of achievement within a customer focused environment, sound judgement, exceptional interpersonal, communication and representation capabilities, with the capacity to work calmly in a complex and dynamic environment being essential. We are looking for leaders who value partnerships and can lead a branch of 20 staff in a client-focused, strategic role. Experience in leadership roles relating to capital works reporting and business case development, property, strategic asset management, heritage or sustainability policy would be desirable but not mandatory. This position has an approved Attraction and Retention Incentive up to the equivalent of a Senior Executive Service Band one, which will be paid pro-rata for the acting period. Eligibility/Other requirements: Mandatory: Engineering – a four-year degree or higher qualification accredited by Engineers Australia or Professionals Australia for recognition as a Professional Engineer (including recognition of equivalent overseas Engineering qualification) and minimum of ten years relevant experience in Engineering; or Architecture – a three-year degree or higher qualification accredit by an Australian State or Territory architecture authority for recognition as a Professional Architect (including recognition of equivalent overseas qualifications) and minimum of ten years relevant experience in Architecture’ or Project Management – either: A diploma in Project Management accredited by an Australian State or Territory tertiary education institution or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia and minimum of ten years relevant experience in project management; or Certification by a professional body, such as the Australia Institute of Project Management(AIPM), to the level of Certified Practicing Project Director (CPPD) or Certified Practicing Portfolio Executive (CPPE), in addition to a relevant degree or higher qualification issued by an Australia State or Territory tertiary education institution or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia and a minimum of ten years relevant experience in project management; or Have at least 10 years relevant experience in project management, as described in the work levels. Desirable: Knowledge of the ACT Government or other Federal or State Government Cabinet, budget, planning and delivery processes would be highly regarded.
