Undertake reviews of health care delivery, policies and procedures in relation to deaths in custody and major incidents in the youth justice and corrections systems Ongoing, Full-Time opportunity to work with a high-performing and passionate team in the Victorian Public Service VPS Grade 5: $113,022 - $136,747 plus superannuation. The Department of Justice and Community Safety is seeking a Senior Clinical Review Officer to provide a critical role within Justice Health. About the Business Unit Justice Health is responsible for: the delivery of primary health, primary mental health and specialist forensic mental health services for people in Victorian prisons and young people in custodial centres. In Victoria, health services to people in adult correctional and youth justice facilities are delivered by both public and private providers managing relevant contractual arrangements, including overseeing the delivery of health services and the provision and maintenance of all medical records in an electronic medical record facilitating the release of health information to community health care providers, legal representatives, and individuals the design, procurement and delivery of new and innovative, evidenced-based health services that meet the needs of people of all ages and genders in custody. Justice Health also works closely with custodial health providers and other parts of government to identify and drive service improvements that improve health outcomes for people in custody. In partnership with Corrections Victoria and Youth Justice, Justice Health is expected to ensure that people in custody are supported to address their health needs and ensure the effective transition of offenders from prison and young people from Youth Justice facilities back into the community (with a particular focus on the health, mental health and Alcohol and Other Drug needs). Justice Health is part of the Corrections and Justice Services (CJS) group in the Department of Justice and Community Safety and supports the Minister for Corrections. CJS also comprises Corrections Victoria; Policy, Strategy and Service Design; Group Services and Coordination; and Justice Services (which includes Community Correctional Services and other justice programs). CJS plays an integral role in developing safer and more resilient communities and in delivering a trusted justice and community safety system. The Adult Health Oversight Unit is responsible for: oversight of the delivery of health services across the Victorian adult correctional system ensuring service providers work collaboratively to ensure integrated and coordinated approaches to meeting the needs of people in custody driving ongoing improvements to service delivery. The Adult Health Oversight Unit achieves this through working collaboratively with people in custody, health service providers, Corrections Victoria staff and public health providers. About the Role The role of the Senior Review Officer is to review health care delivery, policies and procedures in relation to deaths in custody and major incidents in the youth justice and corrections systems, provide evidence-based clinical advice to inform service design and system improvements and maintain sound systems, policies and procedures that support reviews. Senior Review Officers work collaboratively with key service partners and the Justice Assurance and Review Office to support prompt response to investigations and promote positive outcomes for individual service users; accountability and continuous improvement. Some of your duties will include: Undertake reviews of health care delivery, policies and procedures in relation to deaths in custody and major incidents in the youth justice and corrections systems. Provide evidence-based advice to inform service design and system improvements. Maintain sound review frameworks, systems and processes that foster a culture of accountability, whilst encouraging innovation and problem solving. Establish and maintain strong relationships with contracted service providers that support prompt response to investigations and promote positive outcomes for individual service users; accountability and continuous improvement. Provide high level strategic advice, reports, briefings, presentations and correspondence on complex and sensitive matters. Contribute to a positive, collaborative and inclusive work environment. About you To be successful in this role, you will have: Demonstrated experience in a highly sensitive and complex health environment Demonstrated experience in a quality focused role coupled with a thorough understanding of Risk Management principles. Knowledge of current policy directions, research and issues within health, corrections or the criminal justice system more broadly, or the ability to understand these issues quickly. Strong conceptual and analytical skills, with the ability to analyse complex operational, policy and clinical issues to support Justice Health. Qualifications/requirements A tertiary qualification in a health or related field is desirable. Current AHPRA registration is desirable.
