We are seeking an experienced procurement professional to fill the role of an APS6 Senior Procurement and Contracts Officer within our Procurement Team across our Sydney, Canberra, Melbourne or Brisbane office locations. The Procurement Team, which sits within the Corporate Services Branch, works closely with business areas in the Office of the Fair Work Ombudsman to facilitate their procurement activities and the establishment of over 100 commercial contracts yearly. The key duties of the position include The duties of the Senior Procurement and Contracts Officer include and are not limited to: Communicating with influence by providing specialist, accurate and fit for purpose procurement advice to internal business areas, ensuring all procurement activities comply with relevant legislation including the Public Governance, Performance and Accountability Act 2013 (PGPA Act), the Commonwealth Procurement Rules (CPRs), the broader Commonwealth Procurement Framework, and the OFWO's internal procurement policies, processes and templates. With support and guidance from the Procurement team and the EL1 Assistant Director, Procurement and Contracting, managing multiple procurements for internal business areas, including assisting with the development of procurement plans, RFx documentation, evaluation plans and reports, delegate spending approval documentation (PGPA Act s23), and drafting contracts using a broad range of Commonwealth templates, such as the Commonwealth Contracting Suite Contract (CCS) and BuyICT templates. Undertaking procurements using key Commonwealth procurement systems , including but not limited to AusTender, BuyICT, and the CCS. Providing advice on contract management , including contract administration, variations, extensions, and ensuring compliance with relevant Commonwealth policies and frameworks. Delivering procurement reporting obligations , including AusTender reporting, contributions to the procurement sections of the Annual Report, Senate Estimates briefs, Questions on Notice, and relevant Senate Order reporting requirements. Contributing to continuous improvement of OFWO procurement processes, tools and templates to enhance effectiveness, efficiency, compliance, and value for money outcomes. Mentoring and supporting members of the OFWO procurement team, contributing to capability development and fostering a collaborative, high performing procurement function. Identifying, adapting to, and responding to emerging strategic issues , risks, or changes in Commonwealth procurement policy, guidance or whole of government directions. Developing and maintaining strong working relationships with internal and external stakeholders to support effective procurement planning, market engagement, contract establishment, and contract management activities. What we are looking for The ideal candidate will be a procurement specialist with strong leadership and interpersonal skills, including the ability to communicate effectively and professionally with internal and external stakeholders. The role is best suited to candidates who are customer-focused, good at managing multiple tasks, and willing to work collaboratively with their colleagues and as part of a team, to provide seamless and effective procurement services for the OFWO. The successful candidate will need to demonstrate a comprehensive understanding of the application of the CPRs and broader Commonwealth Procurement Framework, relevant sections of the PGPA Act and Public Governance, Performance and Accountability Rule 2014 (PGPA Rule), and be able to apply that knowledge to a diverse range of procurement and contract management activities. This role is well suited to a proactive individual seeking to further develop their procurement career and contribute to a small, friendly and outcomes focused team delivering procurement services for the OFWO. The position provides a full range of procurement responsibilities across the agency nationally and offers opportunities for professional development, training and mentoring. This role will have strong support and guidance from the EL1 Assistant Director, Procurement and Contracting, as well as senior leadership, as required. Selection Criteria Demonstrated ability to manage procurement matters by providing sound and fit for purpose advice to support to business areas in line with the CPRs and the broader Commonwealth Procurement Framework. Demonstrated experience using key Commonwealth procurement systems, including AusTender, BuyICT, and the CCS, to plan, conduct and report on procurement activities. Highly developed oral and written communication skills, with the ability to assist in developing and reviewing procurement documentation, including but not limited to procurement plans, RFx documentation, evaluation plans and reports, delegate spending approval documentation (PGPA Act s23) contracts and contract variations. Well developed interpersonal skills, with the ability to build and maintain effective working internal and external relationships to support the delivery of fit for purpose procurement outcomes in a dynamic environment under varying levels of pressure. Strong administrative and organisational skills, including the ability to contribute to reporting obligations and manage competing priorities while meeting deadlines with a strong focus on quality and accuracy. Desirable Requirements Formal qualifications in procurement and contract management are highly desirable.
