There are two permanent AO7 Principal Program Officer role's available within Housing Development. One is sitting within Housing Development Portfolio Services team and the other which is located in Strategic Precincts and Projects Business Area within Housing Development. You will work with the Director to coordinate and provide accurate financial analysis, program and project management support, advice in relation to community housing providers, local governments and market proponents as they make proposals to develop, construct, acquire/deliver additional social and affordable housing supply into Queensland. You will support a diverse team to effectively manage and deliver capital projects and support the daily operational activities to achieve results, while enabling the delivery of the Queensland Government's commitment of 53,500 new social homes by 2044. What you will be doing: - Manage and participate in Housing Development projects, work teams and group activities, including planning activities and evaluation of proposals to deliver social and affordable housing by a hybrid workforce of employees, contractors, and technical advisors. - Manage the preparation and provision of high level and expert commercial, financial and policy advice to Government and stakeholder agencies related to delivery of social and affordable housing to support Queensland's commitments to deliver 53,500 new social homes by 2044. - Undertake analysis of risks and options available to government in relation to capital delivery outcome supporting the objectives of Government. - Liaise, negotiate, develop and maintain positive working relationships and partnerships with internal and external clients and stakeholders including potential HIF proponents, such as community housing providers, developers, builders, financiers and institutional investors. - Provide financial, contractual and policy advice and recommendations regarding market proposals for the delivery of additional social and affordable housing. - Build and share professional networks to support the delivery of new supply, including State, Federal and Local Governments, financiers, industry bodies, community housing providers, and not-for-profits. - Maintain data integrity and perform regular reviews to ensure quality and accurate data is collected for business analysis and reporting purposes. - Provide professional, expert and timely advice to colleagues and senior management to inform strategy, direction and solutions to problems. - Manage a program of contracts and other funding agreements between the State and not for profit organisations and their partners and provide expert advice to support the commercial negotiations for new housing supply. - Develop and lead procurement activities to ensure fair and transparent processes are released to market on behalf of government. - Guide the department's investment in social housing in partnership with the community housing sector through the assessment of housing assistance projects that are robust, evidence based and represent value for money. - Think critically on the job and operate independently or as part of a small team. - Apply your acquired knowledge of the Housing Act 2003 and relevant regulations to community housing proposals. Mandatory Requirement There are no mandatory qualifications needed for this role, however, relevant financial and commercial qualifications and experience in project and/or transaction management would be highly regarded.
